Michigan, Ypsilanti UNION AFFILIATION:Non-Union Employees JOB SUMMARY Under the supervision of a higher classified employee, supervises and provides oversight for all aspects of the development, operation, and implementation of brownfield redevelopment and related affordable housing programs, historic preservation, and quality of place related programs. Monitors program rule compliance, evaluates effectiveness, provides technical assistance to the Washtenaw County Brownfield Redevelopment Authority, Provides expert professional assistance to the Washtenaw County Board of Commissioners, County Administration, regional agencies, education institutions and local units of government in areas of responsibility, Supervises Brownfield Redevelopment and Historic Preservation staff. EXAMPLES OF DUTIES Essential Duties:

  • Supervises Brownfield Redevelopment and Historic Preservation staff. Hires, assigns work, evaluates and disciplines staff.
  • Recommends and implements goals, objectives, policies, procedures, and work standards for the County Brownfield and Historic Preservation programs.
  • Liaison with the County Brownfield Authority, Board of Commissioners, County Staff, regional agencies, local units of government, local developers, and other relevant partners engaged in the brownfield redevelopment, affordable housing, and historic preservation.
  • Manages all aspects of brownfield project development including project planning and management with development teams and the partner local unit of government; drafting of Brownfield Plans that meet statutory requirements of Act 381 and related policies of involved State Agencies; ensuring approval by local, County, and State agencies; monitoring construction activities; approving eligible brownfield activities for reimbursement ; and coordination with the Brownfield Authority to gain approval for eligible brownfield activities.
  • Oversees and collaborates with local units of government to calculate, track, and manage the capture and reimbursement of brownfield tax increment dollars.
  • Manages monitoring and compliance of all affordable housing units approved in MSHDA Housing TIF Brownfield Plans, including drafting Affordable Housing provisions within brownfield Reimbursement Agreements, auditing units to ensure compliance with applicable income and rent limits, and reporting all units to MSHDA annually.
  • Responsible for fiscal oversight of all brownfield redevelopment grants and loans from local, state and federal sources.
  • Provide expert level professional assistance and makes recommendations for appropriate use of available and applicable incentives to further the goals of the Brownfield Redevelopment program.
  • Represents the County and the Brownfield Authority with officials of federal agencies, state agencies, local units of government and other political jurisdictions and representatives of business, industry, education and community groups.
  • Clearly communicate programs and projects to multiple audiences, through concise reports, public presentations, digital media, and press releases.
  • Prepares or directs the maintenance of records, contracts and the preparation of reports related to program and project activities; prepares correspondence and other written materials.
  • May drive a county vehicle in the performance of the work.
  • Performs other work duties as assigned.

  • Goal setting, program development, project scopes, identification of stakeholders, metric development, project management, reporting and project oversight.
  • Principles and practices of economic development, brownfield redevelopment, affordable housing, historic preservation and quality of place strategies, tools and applicable laws and regulations.
  • General knowledge of land development, development financing, real estate, and applicable state and federal environmental regulations.
  • Group facilitation techniques including consensus development and conflict resolution.
  • Research, data analysis and report preparation techniques.
  • Basic principles of public administration, including the functions of elected and policy-making Boards and Commissions.
  • Demonstrated ability to show results through collaborative efforts with multiple stakeholders.
  • Knowledge of historic preservation related activities and compliance with federally defined qualifications under 36 CFR part 61 depending on departmental needs.
  • Ability to perform a variety of professional-level program and project management work without close supervision and meet critical deadlines.
  • Entering and retrieving information from a computer with sufficient speed and accuracy to perform the required work.
  • Knowledge of Brownfield redevelopment related activities and compliance under Public Act 381 of 1996.

LICENCES/CERTIFICATIONS Possession of a valid Michigan drivers license. Member of the American Institute of Certified Planners (AICP) preferred. PHYSICAL DEMANDS Duties require sufficient mobility to work in a normal office setting and use standard office equipment, including a computer, vision to read printed materials and a computer screen, hearing and speech sufficient to communicate in person or over the telephone. Sufficient mobility to visit sites that may have limited access due to construction activities. These requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodation. EDUCATION Equivalent to possession of a bachelors degree with major coursework in business or public administration, public policy, real estate development, urban or regional planning, historic preservation, community development or closely related field. Masters degree preferred. EXPERIENCE A minimum of five years (5) years of progressively responsible experience in community development programs and initiatives. Experience in brownfield redevelopment and affordable housing preferred.
