General Job Information
Job Summary
This position is located in the Fire & Emergency Medical Services Department (FEMS), Office of the Medical Director, Healthcare Services Office division. The incumbent will reach, engage, teach, refer, and monitor individuals who use emergency services for non-emergency needs and/or who are vulnerable and at-risk in the community.
Duties and Responsibilities
Conducts targeted and individual-based outreach to persons engaged in and/or affected by drug and substance abuse and facilitates meaningful communication. Works with a wide variety of populations, including high-risk populations, community organizations, and the public. Will work as a member of the Street Calls Opioid Response Team paired with a paramedic to travel to and meet with those community members who have recently overdosed with opioids. Incumbent will engage in community relations/outreach activities to provide public health and drug and substance abuse education to District residents with special emphasis on hard-to reach, under-served, and vulnerable populations. Incumbent will assist the Street Calls team primarily in Substance Abuse prevention and treatment but will also assist in general public health education. Provides information to the targeted population and the general public regarding community resources especially drug abuse prevention, treatment, harm reduction, and recovery support services from Opioid Use Disorder and other substance use disorders.
Incumbent will also be responsible for maintaining an updated list of available community resources. Incumbent will coordinate and participates in community outreach activities including, but not limited to, meetings, workshops, activities, etc. Coordinates schedule for community education outreach activities; disseminates outreach and educational materials to targeted communities using various methods of distribution. Provides the community with methods of addressing community concerns with proper agency services; serves as a technical resource to the various individuals, groups, and committees for planning and scheduling; and acts as a liaison between government agencies and/or the community. Maintain a database for outreach activities and encounters.
Qualifications and Education
Candidates must have Specialized experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade in the normal line of progression.
License and Certification
Incumbent must have a valid driver's license.
Incumbent must have and maintain Cardiopulmonary Resuscitation and First Aid certification.
Working Condition/Environment
The work is performed in the field, office, classroom, and clinical settings and is often performed under severe environmental and physical conditions. Incumbent takes necessary precautionary measures, such as wearing protective surgical masks, gloves, using antiseptic when dealing with patient(s).

Tour of Duty: Monday - Friday, 8:15am - 4:45pm; preferred flexibility, hours may vary

Collective Bargaining Unit: This position is in the collective bargaining unit represented by AFGE 3721. You may be required to have union dues or other applicable fees deducted from your salary.
Duration of Appointment: Career Service - Term Appointment-13-months
Position Designation: This position is designated as a Safety Sensitive position and is subject to mandatory pre-employment and periodic Criminal Background Checks and Traffic Records Checks (as applicable). This position is also subject to mandatory pre-employment and random Drug and Alcohol Testing. In this position, you may be disqualified from employment based on the presence of marijuana in test results, even if you possess a medical card authorizing the use of medical marijuana."
Residency Preference: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
