Position Description
Under general supervision, serves as a senior community representative responsible for leading outreach initiatives, managing stakeholder relationships, coordinating community engagement activities, and representing the department within assigned service areas. Serves as a liaison between residents, community organizations, governmental agencies, businesses, and county departments to identify needs, resolve concerns, and advance departmental priorities. This position develops outreach strategies, coordinates public engagement efforts, advises leadership regarding community issues and emerging concerns, and supports high-visibility initiatives and programs throughout the community.
Duties & Responsibilities:
Community Outreach and Stakeholder Engagement
Community Relations and Constituent Services
Responds to constituent concerns, evaluates community needs, identifies appropriate resources, coordinates solutions with county departments and external organizations, and follows up to ensure issues are addressed.
Serves as a trusted point of contact for residents and community leaders.
Public Engagement and Outreach Strategy
Develops and implements outreach strategies to increase public awareness of county programs, services, projects, and initiatives.
Identifies engagement opportunities, coordinates outreach activities, and recommends communication approaches to maximize community participation.
Programs, Events, and Community Initiatives
Plans, develops, coordinates, and leads community events, public meetings, educational programs, town halls, outreach activities, and special initiatives.
Coordinates logistics, volunteers, departmental participation, community partnerships, and event implementation.
Cross Department Coordination and Project Support
Community Assessment and Leadership Advisement
Monitors community concerns, media coverage, social media activity, emerging issues, and stakeholder feedback.
Provides leadership with information, recommendations, and analysis regarding community dynamics, public concerns, and engagement opportunities.
Reporting and Documentation
Prepares constituent reports, meeting summaries, event reports, stakeholder updates, and documentation of community activities.
Maintains records and tracks issues, action items, and follow-up activities.

Requirements
Education and Experience:
Associate degree preferred in communications, public administration, political science, public relations, community development, or a related field. An equivalent combination of education and directly related professional experience may be substituted to meet the minimum qualifications.
Four (4) years of progressively responsible experience in community engagement, constituent services, public outreach, stakeholder relations, communications, or related work
Licensure:
Knowledge, Skills, and Abilities:
Knowledge of community engagement principles and stakeholder relations.
Knowledge of local government services, programs, and community resources.
Strong public speaking, presentation, and communication skills.
Ability to develop and maintain effective relationships with diverse stakeholders.
Ability to organize and coordinate multiple projects and events.
Ability to analyze community concerns and recommend solutions.
Ability to prepare reports, presentations, and briefing materials.
Proficiency with Microsoft Office, Teams, QuickBase, Canva, social media platforms, and related software.

General Information
Position Type and Typical Hours of Work:
This is a full-time, in-person position requiring regular attendance in the office, assigned service areas, meetings, and community events.
The position is not eligible for routine remote or telework arrangements due to the field-based nature of the work.
Evening, weekend, and holiday work is regularly required to support community meetings, special events, emergency response activities, and outreach initiatives.
Work Environment:
This job operates in a clerical, office setting.
This role routinely involves standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Noise level in the work environment is usually average.
Physical Demands:
This is largely a sedentary role; however, some filing is required.
This would require the ability to lift files of up to 50 lbs., open filing cabinets and bend or stand as necessary.
Employment may be contingent on passing a drug screen and meeting other standards.
