The Hemet Police Department is accepting applications for Community Services Officer. The ideal candidate will be highly-motivated and challenged by fast-paced work involved in a law enforcement agency. As a Community Services Officer, the ideal candidate must be detail-oriented, conscientious, fast, and accurate in completing assignments. To excel in this position, this individual must be a proven team player and must possess excellent customer service skills, exceptional verbal and written communication skills.

The purpose for this recruitment is to establish an eligible list for a one (1) year period, and/or to fill vacancies as needed.

Summary Description

THE POSITION

Under general supervision, Community Services Officer(s) perform a wide variety of technical duties in support of police operations and activities. These duties may include taking reports of crimes and accidents from witnesses, victims, and other involved parties. Community Services Officer(s) are responsible for collecting and preserving evidence, enforcing or investigating specified vehicle code, parking, City codes, and business license violations. Community Services Officer(s) responsibilities also include: booking, fingerprinting and transporting prisoners, conducting vacation patrol, commercial security checks, assisting in traffic control, performing dispatch and central reception duties, and other duties as required.

EXAMPLES OF DUTIES

Duties may include, but are not limited to, the following:

  • Takes reports of crimes and accidents from witnesses, victims, and other involved parties; takes latent fingerprints and photographs; collects and preserves evidence; draws diagrams of accident and crime scenes.

  • Enforces or investigates specified vehicle code, parking, city codes, and business license violations.

  • Books, fingerprints, and transports prisoners; completes related forms; receives and stores property and evidence.

  • Conducts vacation patrol and commercial security checks; assists in traffic control.

  • Makes presentations on crime prevention, public safety, and similar topics to a variety of neighborhood or civic groups and school audiences.

  • Maintains department vehicles and equipment; performs routine maintenance checks; transports vehicles or equipment for repair.

  • Maintains inventory records; assists in property and/or animal control and disposal functions; moves equipment, supplies, and property.

  • Performs dispatch and central reception duties; assists in Records Unit and with public counter traffic, signs off vehicle equipment correction citations; acts as courier in the delivery of materials, supplies, and equipment as directed.

  • Provides temporary and vacation relief in similar occupational fields as necessary.

MINIMUM QUALIFICATIONS

Education and/or Experience:

  • Any combination of education or training which demonstrates competency in the requisite knowledge and abilities. High School Diploma or equivalent is highly desirable.

Certification/License

  • Possession of or ability to obtain a valid California Driver License prior to appointment.

TENTATIVE RECRUITMENT TIMELINE/PROCESS:

WORKING CONDITIONS:

ENVIRONMENT:

The employee generally works indoors as well as outdoors in all weather conditions, including wet, hot, and cold. The position entails working in situations that may expose the employee to fumes or airborne particles, electrical shock, or mechanical hazards. The nature of the work also requires the incumbent to climb ladders, drive motorized vehicles, operate in heavy vehicle traffic conditions, and often work with constant interruption.

PHYSICAL DEMANDS:

Position requires constant sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, and making repetitive hand movements in the performance of daily duties. This position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, drag, and push files, paper, and documents weighing up to 50 pounds is also required.

Benefits Summary

The following is a summary of the provided benefits to full-time employees in the Hemet Non-Sworn Police Employees unit. For further information, please refer to the Hemet Non-Sworn Police Employees Association MOU.

Retirement: The City contracts with the California Public Employees Retirement System (CalPERS).

  • Classic Members: 2.5% at 55 Formula; 1959 survivor benefit; final compensation based on single highest year; employee contributes 8% (no Social Security deduction).
  • PEPRA (New) Members: 2% at 62 Formula; 1959 survivor benefit; final compensation based on a three-year average; employee contributes 50% of total normal cost, currently 8% (no Social Security deduction).

Medical Coverage:

  • The City contributes 100% of premium for employee only coverage on the Citys Kaiser plans.

Plan Year 2025/2026

(September 2025- August 2026)

Dental & Vision Coverage:

  • The City pays 100% of the premium for dental & vision coverage for employees and their dependents.

Life & Long-Term Disability Insurance:

  • The City pays 100% of the premium for a term-life insurance policy of $50,000.
  • The City pays 100% of the premium for long-term disability insurance.

Deferred Compensation:

  • The City will match voluntary employee contributions up to $125 per month.
  • The City contributes $75 per month in lieu of retiree medical benefits.

Educational Reimbursement:

  • The City will provide up to $2,500 per calendar year, subject to terms set forth in the Confidential Personnel Resolution.

Leave Accruals:

  • Employees earn up to the following amounts of leave:
  • 120 hours annual Vacation Leave
  • 8 hours per month Sick Leave
  • 10 paid Holidays & 1 floating holiday per year

Bilingual Pay:

  • The City will provide $150 per month for eligible assignments based on the City's needs for bilingual skill and successful completion of a test.

Uniform Allowance:

  • The City will provide a uniform allowance up to $1,500.00 per year based on eligible positions.

Special Compensation:

  • Field Training Pay: Community Service Officers will receive an additional 10% base salary increase for actual time worked training other personnel.
  • Stand-by Pay: Crime Scene Technicians will receive an additional $150 per month when assigned to stand-by.
  • On-Call Pay: Public Safety Dispatchers will receive an additional $250 per month when designated as on-call.
  • Dispatcher Training Duty: Public Safety Dispatchers will receive an additional 10% base salary increase for actual time worked training probationary personnel.
  • Lead Dispatcher Duty: Public Safety Dispatchers will receive an additional 5% base salary increase for actual time worked as Lead Dispatcher.

Work Schedule:

  • The City participates in flexible work scheduling based on providing appropriate coverage and adequate service to the public.
