General Description of the Position

This position will assist with ensuring that the department remains committed to quality improvement and improvement of internal compliance policies. The Compliance Administrator is responsible for tasks within RFA, which includes ensuring that the department complies with relevant laws, regulations and internal guidelines. Duties will include serving as the compliance contact for grants and contract functions as well as portfolio management. The incumbent in this position will serve as Restricted Funds Accounting liaison with respect to performing various functions of Financial Management, Project Management, Act as a Liaison between other Universities or internal departments within the university. The person in this position reports to the Director of Accounting and, as such, may coordinate the activities of lower-level employees. This position is responsible for establishing daily, weekly, monthly, quarterly, and annual department goals/priorities. This includes administering policies and procedures to ensure compliance with regulations. These decisions require good judgment and the understanding of sponsored/grant regulations. Poor judgment or failure to meet requirements could result in significant fines, sanctions, or other penalties for the University. Grant compliance is important for organizations that rely on government funding because it helps ensure that funds are used effectively and prevents misuse. It also helps organizations maintain a good reputation and stay in good standing with the government.

Essential Functions & Required Knowledge, Skills and Abilities

  • Manage Grant Portfolio: grant-related post-award functions, including budget and expense analysis, reconciliations, re-budgeting, invoicing, financial reporting, and associated communications with agencies, faculty, staff, students, and other customers.
  • Maintains regular compliance review with Accounting Director on issues, deadlines, escalations, regulatory issues, potential compliance risks.
  • Assist Management with development, strategic plans, and initiatives for continued growth and quality assurance.
  • Provide expertise, compliance guidance and training to other staff members with the goal of increasing effectiveness and efficiency.
  • Ensure quality compliance is being met by staff in the department.
  • Develop and implement internal compliance programs and coordinate training and education to staff and University campus.
  • Continuously review existing practices and identify compliance risks
  • Works closely with the Office of Sponsored Programs and funding agency to ensure a continuity of services from pre-award through post-award, including reconciliations, financial status reports, final invoices, purchase order liquidations, zeroing out budgets, and final reporting.
  • Performs compliance tasks associated with the general ledger of the University accounting system, i.e., approves requisitions, purchase orders, invoices, journal entries, and other associated tasks.
  • Completes internal audit of data and appropriate documentation for each grant-related award.
  • Attends professional trainings as a means of remaining current in the latest accounting methods, principles and practices.

  • Assist with reporting tools to measure and monitor compliance of grants.
  • Interfaces with internal and external departments and organizations.
  • Assist with grant budget set up and review grant budgets for compliance.
  • Performs other duties as assigned.

Qualification Standards

Required Knowledge, Skills, and Abilities

  • Significant experience working with Microsoft Excel and Word.
  • Exceptional attention to detail and ability to work with complex data and financial information
  • Experience in bank or account reconciliations, general ledger, and/or financial statements
  • Demonstrate excellent written and oral communication skills, time management, and organization skills.
  • Accuracy and attention to detail demonstrated in all phases of work.
  • Knowledge of basic accounting and budgeting procedures.
  • Knowledge of and/or experience in working with federal grant funding agencies.
  • Knowledge of and/or experience in grant administration.
  • Knowledge of and/or experience in fund accounting.
  • Team and customer service oriented.
  • Willingness to work evenings, weekends and holidays if necessary.
