Incumbent serves as the Department of Correction Compliance Coordinator responsible for ensuring compliance with all Indiana Department of Correction (DOC) standards, Juvenile Detention Alternatives Initiative (JDAI) Conditions of Confinement standards, Prison Rape Elimination Act (PREA) standards, and Indiana Department of Children Services (DCS) standards. The incumbent shall oversee program implementation and monitor adherence to policies and procedures. The incumbent coordinates, tracks, and actively facilitates facility training to meet or exceed the standards listed above.
DUTIES:
- Ensure compliance with DOC, PREA, JDAI, DCS, and applicable local, state, and federal guidelines.
- Serve as liaison between the Madison County Youth Center and the Indiana Department of Correction
- Assist with writing, updating, and maintaining policy and procedure.
- Ensure compliance according to policy and procedure. Report any failures to administration/management to maintain compliance.
- Assist with new employee orientation as needed.
- Read behavior logs and daily logs to ensure compliance with policy and procedure.
- Respond to emergencies as needed, including illness, injuries, disputes, and violent outbursts.
- Assist in the Secure Detention Unit when necessary.
- Perform other related duties as assigned.
JOB REQUIREMENTS:
- Bachelor's or associate degree in social work, psychology, sociology, criminal justice, or related field preferred; however, individuals with experience may be considered.
- Must have prior experience in quality assurance and data collection analysis.
- Must be proficient and knowledgeable in regulations as outlined by DOC, PREA, JDAI, and DCS. Must be able to articulate regulations into policy and procedure through excellent written communication skills.
- Knowledge of Standard English grammar, spelling, and punctuation, and ability to type with speed and accuracy.
- Knowledge of the auditing process and how to show proof of practice to meet compliance.
- Must exhibit strong organizational skills.
- Working knowledge of standard office procedures and routines, and ability to apply such knowledge to a variety of interrelated processes, tasks, and operations.
- Knowledge of standard filing practices and procedures and ability to file, update, retrieve, protect, and maintain confidentiality of department files and information.
- Knowledge of the Juvenile Code, criminal justice system, and child welfare system and an understanding of the policies and procedures of juvenile correction facility administration.
- Knowledge of human development and the ability to effectively direct, supervise, monitor, and appropriately interact with staff and residents.
- Knowledge of and ability to work with cases of chemical dependency, substance abuse, potential suicide, and physical, sexual, and emotional abuse.
- Knowledge of and ability to make practical application of conflict resolution and behavior/crisis management skills.
- Ability to effectively communicate orally and in writing with residents and their families/guardians, other Center and related agency personnel, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
- Ability to recognize and maintain the confidentiality of all materials in the work setting.
- Ability to work independently, requiring minimal supervision.
- Ability to work with others in a team environment, ability to follow oral and written instructions, to work on several tasks simultaneously, prepare detailed reports and documentation amidst frequent distractions and interruptions.
- Ability to respond swiftly, rationally, and decisively to emergencies, despite the possibility of exposure to violent/irate individuals and situations involving potential physical harm to self and others.
- Ability to become or already possess certifications in: First Aid, CPR, AED, Universal Precautions, Oleoresin Capsicum Deployment, and Handle with Care.
- Physically able to obtain/maintain required certification in Handle with Care or approved physical restraint training.
- Ability to meet all Center hiring and retention requirements.
- Ability to work varied and/or extended hours if necessary.
- Applicants must submit to and pass a pre-employment drug screen, criminal background check, and Department of Child Services check.
- Possession of a valid driver's license and demonstrated safe driving record.
DIFFICULTY OF WORK:
Incumbent performs a variety of duties that are broad in scope and require consideration of complex variables and their potential interrelationships. Guidelines are detailed and well-established, requiring independent judgment when adapting to individual cases and situations within them.
RESPONSIBILITY:
Incumbent makes a substantial contribution to the proper functioning of the Youth Center and the effective implementation of juvenile services. Incumbent works in accordance with legally defined and standard departmental policies and procedures, and discusses unusual or unprecedented situations, such as facility emergencies, with the department manager/administration. Work is reviewed for soundness of judgment, appropriate supervision and direction of assigned operations, compliance with established contracts, and compliance with facility policies and procedures.
PERSONAL WORK RELATIONSHIPS:
Incumbent maintains frequent contact with other departments and related agency personnel to exchange information, collaborate, and coordinate services to meet resident needs.
PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent is occasionally exposed to violent/irate individuals and occasionally responds to emergencies involving potential physical harm to self and others. Incumbent works with others in a team environment with minimal supervision and frequently works on several tasks simultaneously. Incumbent may be required to work varied or extended hours to meet facility needs.
