About the Position
This position is with the Office of Vocational Rehabilitation for the Blind (OVRB) and will function as a Southern Regional Manager for the Business Enterprise Program (BEP). The Southern Regional Manager will manage the daily operations for the Blind Small Business Program in the southern region of the state. This role requires maintaining and practicing a current understanding of the Randolph Sheppard Act (RSA), mini Randolph Sheppard Act, as well as, other federal and state laws. The incumbent must understand and apply the Vocational Rehabilitation for the Blind Program policies and Business Enterprise policies and procedures to ensure fairness, program improvements, and follow RSA guidelines for success of the blind entrepreneurial. The Southern Regional Manager is responsible for the overall success of the program, including communications, recruitment and selection, operator training, customer satisfaction, developing new and maintaining existing business locations, ensuring compliance with RSA regulations through the issuance of various administrative controls, budgeting, staffing, project management, and managing risk. Examples of work performed in this classification include, but are not limited to the following: • Provides supervision, communication, training and support to BEP staff and licensed entrepreneurs. • Completes site surveys of buildings or properties to determine their suitability as locations for vending facilities to be operated by the Blind Business Enterprise Manager. • Completes site surveys and recommends new opportunities for food service and or vending routes throughout southern Mississippi. • Provides coordination services for licensed operators. • Trains licensed entrepreneurs in business development, upward mobility, sanitation and safety, and other areas deemed necessary. • Handles complaints from licensed operators and address in a timely manner. • Inspects business sites for compliance with sanitation and health codes. • Writes activity reports and document client /manager's progress. • Advises licensed operators on inventory resale merchandise as required. • Completes purchase and repair orders as needed. • Assists with the completion of necessary contractual arrangements for the establishment and operation of vending facilities with appropriate property management companies. • Arranges for the design, installation, supply procurement, and initial stock needed for opening new or remodeled units. • Prepares reports as required on the status of various Business Enterprises Program activities including reports related to the operation of facilities by licensed operator's and unassigned facilities. • Ensures availability of in-service and training opportunities for facility managers. • Documents contacts with BEP staff, public representatives and private vendors utilizing standardized reports. • Participates in on-going staff development opportunities and maintains current Safe Serve Certification. • Participates in the activities of the Committee of Blind Vendors, National Organizations and Mississippi State University as required. • Implements effective facility visitations to ensure optimal operation of each facility. At minimum, visitations must include a review of financial, compliance, health, and safety and sanitation matters. • As the Southern Regional Manager, the incumbent must communicate with, motivate, provide, or coordinate training, and direct the work of his/her subordinates. In addition, the employee must complete timely performance appraisals, develop timely and accurate work plans, timely approve monthly attendance and leave for each position under his/her direct report. • Performs other related duties as assigned.
What youll need to be Successful
To be successful in this position, the incumbent must be highly knowledgeable and experienced in the restaurant/food service industry, be self-disciplined and able to read and interpret relevant regulations and laws. Individuals must be able to work independently, strictly follow state and federal regulations, be an analytical thinker with keen attention to detail and possess excellent communication and negotiation skills. Follow up, communication, courtesy, transparency, and accountability is a must in meeting tight timeframes to the agency and the blind managers around the state. Frequent travel is required.
Preferred Qualifications
Typically requires a Bachelor's Degree and 5-7 years of experience. Agency preferred qualifications: Bachelor's Degree and 5-7 years of professional level experience in restaurant and administrative services, teaching, social services, human resources, budgeting, statistical analysis, or management analysis.
