This is a part-time, non-exempt position with the Community Development department. Under general supervision, performs office and field work related to the enforcement of City codes and resolution of complaints related to Business License, Planning and nuisance issues.This position will work no more than 1,039 hours in any fiscal year, approximately 20 hours per week.

Patrols the City to identify parking violations; completes parking violation tickets, and issues citations or warnings for violations.
Performs inspection of properties, commercial signs, landscape and irrigation projects, both plans and in the field, for compliance with city ordinances.
Review conditions of approval on decisions of the staff, Planning Commission and Board of Supervisors, including but not limited to parcel maps, subdivisions, special use permits, variances and others as determined by the City and investigate the properties for compliance with those conditions and notify noncompliant property owners of violations and to follow-up with appropriate actions as determined by the Director and/or Carson City Municipal Code.
Compile information about property which is not in compliance with the City codes (including title(s) 8 nuisance, 17 Sub-divisions, 18 zoning and 20 signs, of the Carson City Municipal Code) and investigate the properties for compliance with city code requirements, following adopted departmental policy.
Serve as witness on behalf of and at the request of the City in administrative hearings and judicial proceedings involving City code compliance and violations.
Maintain files and records of all work performed and submit reports containing detailed descriptions of the work performed.
Make recommendations to the City on ways to achieve compliance with codes and issue citations to noncompliant property owners.
Provide City with reports of information listed in subparagraphs 1 through 5 of non-compliance codes and obtain follow-up information as requested and notify property owners of violations and corrective procedures.
Cross trains in business licenses.
Performs other related duties, as may be required by the City.
Must perform all duties in a safe manner.

Education and Experience:
Equivalent to completion of two (2) years of college level course work in construction technology, pre-engineering, business or a field related to the work, AND two (2) years of experience in work which has EITHER required the interpretation, explanation and enforcement of varied codes and regulations, OR required the inspection of properties for housing, zoning, building or related code enforcement.; OR an equivalent combination of education, training and experience as determined by Human Resources.
REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:
Required Knowledge and Skills
Knowledge of:
City zoning, solid waste and related codes and ordinances.
Principles and practices of code enforcement and inspection.
Requirements for documentation of actions for legal case establishment and court presentation.
Computer applications related to the work.
Standard office practices and procedures, including filing and the operation of standard office equipment.
Record keeping principles and practices; correct business English, including spelling, grammar and punctuation.
Techniques for dealing with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone, often where relations may be confrontational or strained.

Interpreting, applying and explaining local laws and regulations related to zoning, solid waste and related matters.

SUPERVISION RECEIVED AND EXERCISED:
Under General Supervision - Incumbents at this level are given assignments and objectives that are governed by specifically outlined work methods and a sequence of steps, which are explained in general terms. The responsibility for achieving the work objectives, however, rests with a superior. Immediate supervision is not consistent, but checks are integrated into work processes and/or reviews are frequent enough to ensure compliance with instructions.

Supplemental Information:CONDITIONS OF EMPLOYMENT:
Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
Any City employee may be required to stay at or return to work during emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position. This may require working a non-traditional work schedule or working outside normal assigned duties during the incident and/or emergency.
Employees may be required to complete Incident Command System training as a condition of continuing employment.
New employees are required to submit to a fingerprint based background investigation which cost the new employee $52.25 and a drug/alcohol screen which costs $36.50. Employment is contingent upon passing the background and the drug/alcohol screen.
