Title: Compliance Specialist Division: HOPICS                     FLSA: Non-Exempt (Full Time) Supervisor: Sr Manager for Contacts & Compliance.              Supervisor: Sr Manager for Contacts & Compliance Pay Range or Rate: $25.00-$30.00/hr                        SummaryUnder the direction of the Senior Manager for Contracts & Compliance, the Compliance Specialist isresponsible for developing, implementing, maintaining, and continuously improving agency-widecompliance systems that ensure HOPICS remains compliant with all applicable federal, state, county,city, funder, accreditation, and organizational requirements. The position serves as the agency's subjectmatter expert for regulatory compliance, policy development, Release of Information, insuranceadministration, compliance training, and program standards.Essential FunctionsRegulatory Compliance- Monitor federal, state, county, city, and funder regulations and communicate regulatory updatesthroughout the organization.- Research and interpret new regulatory requirements and recommend operational changesnecessary to maintain compliance.- Ensure agency compliance with contractual requirements, regulatory standards, licensingrequirements, HIPAA, 42 CFR Part 2, and applicable California privacy laws.- Conduct agency compliance reviews and identify opportunities for improvement.- Develop compliance monitoring tools, forms, templates, and tracking systems.- Prepare compliance reports, exhibits, dashboards, spreadsheets, and presentations for leadership.- Recommend strategies to improve agency performance based on compliance findings,performance indicators, quality assurance reviews, and contractual requirements.- Ensure all agency forms, policies, notices, and operational documents remain compliant withapplicable federal, state, county, city, funder, and accreditation requirements.- Maintain regulatory compliance of required workplace and program postings, ensuring allmandatory labor law, privacy, licensing, funder, and consumer rights notices are current,accurate, and displayed at all agency locations in accordance with applicable regulations.- Conduct periodic reviews of agency documents, forms, templates, and public-facing materials toensure regulatory accuracy, consistency, and organizational compliance.- Maintain appropriate boundaries; and adhere to SSG’s Code of Ethics and HOPICS’ CoreValues.- Represent the Agency in a professional manner at meetings and community events.- Regular attendance required.- Professional dress attire- Other duties as needed.Training & Organizational Development- Collaborate with the Professional Development Department to develop and deliver agency-widecompliance training.- Collaborate with the Human Resources (HR) team to ensure all required funder and regulatorytrainings are completed and documented.- Develop compliance curriculum for employees, subcontractors, collaborative partners, interns,volunteers, and leadership.Insurance Administration- Coordinate agency insurance documentation with SSG Risk Management.- Maintain Certificates of Insurance for agency operations in a centralized location.- Ensure current insurance documentation exists for all subcontractors, vendors, consultants,collaborative partners, and special events.- Coordinate requests for Additional Insured endorsements such as Special Events but not limitedto this.Agency Site Administration- Maintain a comprehensive inventory of all HOPICS program locations, including co-locations.- Track agency-operated, leased, owned, satellite, outreach, and co-located service sites.- Maintain current information regarding addresses, programs, funders, property ownership,insurance, and co-location partners.- Provide updated site inventories to SSG and HOPICS Management.- Coordinate updates whenever agency locations change.Secondary FunctionsPerform other duties as assigned by their immediate supervisor or the Associate Director for Contracts,Compliance, and Performance. Overtime, holiday, or weekend work may be required. Participate inspecial projects and assist with accreditation readiness. Demonstrates strong initiative and the ability towork independently with minimal supervision. Effectively manages time, prioritizes competingresponsibilities, sets clear goals, and ensures assigned tasks are completed accurately and on schedule.Maintains accountability by tracking progress, communicating challenges promptly, and following allresponsibilities through completion.Minimum Qualifications - Knowledge, Skills and Abilities Required- Bachelor's degree in Public Administration, Business Administration, Public Health, HealthcareAdministration, Legal Studies, or related field or minimum three (3) years of progressivelyresponsible compliance, quality assurance, contract administration, regulatory compliance, orhealthcare administration experience.- Demonstrated experience developing policies and procedures.- Experience interpreting government regulations.- Knowledge of HIPAA and 42 CFR Part 2.- Strong technical writing skills.- Experience developing training materials.- Advanced Microsoft Office and Google Workspace proficiency.- Excellent organizational, analytical, and project management skills.- Ability to communicate effectively, both written and orally.- Valid California Driver License with proof of insurance.- Verification of Employment Eligibility and Background Check.Non-Essential Qualifications- Certified in Healthcare Compliance (CHC) – Health Care Compliance Association (HCCA)(Highly Preferred)- Certified Compliance & Ethics Professional (CCEP) – Society of Corporate Compliance &Ethics (SCCE)- Certified HIPAA Professional (CHP) or Certified HIPAA Privacy Security Expert (CHPSE)- Project Management Professional (PMP) or Certified Associate in Project Management (CAPM)(Preferred)- Lean Six Sigma Green Belt (Preferred for process improvement)- Certified Internal Auditor (CIA) or Certified Quality Auditor (CQA) (Highly Preferred)Supervisory ResponsibilitiesThis position has no supervisory responsibilities.Environmental Conditions (Working Conditions)May be exposed to highly aggressive clients: must communicate with many sources including publicpaying agencies, courts and outside community agencies. Local automobile travel is required. Someevenings and weekends may be required. Sometimes noisy, loud, and disruptive clients. Exposed toweather conditions prevalent at the time.Physical RequirementsThe Contract Compliance Specialist typically spends time sitting, standing, walking, driving, carrying(max. 25 lbs), listening, speaking. Typing, reading, bending, grabbing, pulling, lifting.Mental RequirementsThis position will require the individual to be able to handle any/all of the following: constantdistractions, interruptions, uncontrollable changes in priorities/work schedules.
