This position may be filled using Direct Hire Authority: Z5CAV/Direct-Hire Authority (Certain DoD Personnel) PL 118-31, Sec 125OB (i)(2), 12/22/2023.This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated August 12,2024.

As a COMPUTER SCIENTIST at the GS-1550-15 some of your typical work assignments may include:

  • Directs the formulation, development, implementation, and dissemination of nuclear modeling and simulation (M&S) software that provides authoritative nuclear weapons effects calculations, and provides technical expertise on these and related research matters.
  • Manages and coordinates the development of architecture, data structure, and software standards for nuclear M&S capabilities to address cybersecurity and interoperability requirements for DTRA and the Department of War (DoW).
  • Oversees development of software that provides the common M&S capability integrated into DTRA applications and tools to provide authoritative results for nuclear weapons effects.
  • Serves as scientific advisor to DTRA superiors, staff, and other DoW services/agencies for nuclear M&S software and data architecture and evaluates the impact of technology changes on nuclear M&S capability development.
  • Prepares budget estimates, provides for continuity of effort, and reviews proposals from industrial research and development firms to integrate new capabilities and improve the performance of nuclear weapons effects M&S architecture.

Qualifications

You may qualify at the GS 15 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service as listed below:

  • Applying scientific principles, methods, and tools of basic and applied research, conducting, systematic inquiries into complex data structures and software design balancing fidelity results with performance metrics for final software designs;
  • Translating functional requirements for broadly scoped, complex problems into technical requirements, defining project parameters to enable progress assessment and research direction adjustments;
  • Managing work assignments, Overseeing multi-year research projects and test programs;
  • Managing research programs to incorporate and apply new science and technology advances;
  • Providing technical guidance, leading working groups, and collaborating with multidisciplinary teams to address complex problems for decision makers using data science or modeling & simulation techniques.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1550, series as listed below:

Degree: Bachelors degree in computer science or bachelors degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

Substitution of education may not be used in lieu of specialized experience for this grade level.

This is an Acquisition Workforce position in Engineering, Technical & Management Functional Area. The incumbent will be required to become certified in the Practitioner tier within 5 years. The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.
