GENERAL SUMMARY

Salary: $20.00/hr.

To perform a wide variety of technical and physical duties in the maintenance of concrete structures; and to perform a variety of technical tasks relative to the general maintenance function to include the repair of streets, alleys, etc.

SUPERVISION
  • General supervision is provided by the Reconstruction Supervisor and Crew Chief.
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • All behaviors comply with the Code of Conduct & Rules of Behavior outlined in chapter 8 of the General Government Policies and Procedures Manual.
  • Operate a variety of complex equipment including trucks, backhoes, air compressors, hydrohammers, jackhammers, pumps, loaders, concrete saws and mixers, hammer drills, generators and other similar equipment and machinery in repairing and installing concrete.
  • Assist with preparation of concrete base including setting wood forms and positioning steel; measure and pour concrete; finish concrete; remove wooden forms and backfill; clean site; spread loam. Drive to and from destinations as assigned by Supervisor.
  • Assist with preparation and disassembly of work site including placing and removing barricades; maintain safety regulations including wearing appropriate clothing, erecting proper barricades and signage and using proper equipment and materials.
  • Utilize a variety of hand and manual tools to complete site projects.
  • May provide functional and technical supervision as assigned.
  • Installation of water and wastewater lines and services when assigned to Utilities.
OTHER DUTIES AND RESPONSIBILITIES
  • Provide technical support to assist division staff in the completion of their duties and responsibilities; provide functional and technical leadership and training as needed.
  • May participate in a variety of activities involving travel between various City facilities and to other related external business and government agencies, which may include site preparations and evaluations and hauling materials and debris.
  • May answer questions and provide information to the public pertaining to project site including informing people of hazardous areas and the need to remove vehicles.
  • May remove debris and materials from job sites as necessary.
  • Repair damaged water utility piping as necessary; install and remove piping as required.
  • When assigned to the Streets Division: Remove high or standing water in streets and drainage areas; barricade high water areas as needed; clean streets and drainage areas following severe weather conditions including high water.
  • Remove fences, trees and other vegetation from project site as necessary.
  • Clean assigned equipment and related parts as required; order, maintain and stock supplies and materials; estimate material needs.
  • May respond to emergency situations as requested including hazardous and severe weather conditions.
  • May install precast inlet boxes as assigned in Streets Division.
  • Answer questions and provide information to the public as needed.
  • Perform other duties as assigned.
  • Fill in for Crew Chief and or Supervise maintenance crews as needed.
MINIMUM JOB REQUIREMENTS
EDUCATION
Formal or informal education or training which ensures the ability to read and write at a level necessary for successful job performance.
EXPERIENCE
One year of experience in concrete finishing.
LICENSES AND CERTIFICATES
Possession of a valid driver's license.
Possession of a valid Class A Texas driver's license or obtain a Class A commercial driver's license within 90 days of employment as a condition of continued employment.

Failure to obtain a Class A driver's license within 90 days of employment may result in non-disciplinary termination.

If for some reason, beyond their control, a Concrete Finisher is unable to obtain their CDL license within the required timeframe noted above, the Department Director can waive the requirement, and the employee can continue employment with a reduction in pay.

Full Time Employees:
The City of Mesquite offers the Zero Premium, Employee Only Benefits under the following plans: High Deductible Medical Plan, Dental HMO Plan, Vision Plan, and Life Insurance.
The City is self-insured and offers a choice of two medical plans: HSA, and High Deductible Medical Plans through Blue Cross Blue Shield of Texas. Employee medical coverage goes into effect the first day of the month following 30 days of employment. Coverage is available to all full-time employees at group rates. Employees enrolled in the City's self-insured medical plan also have access to the Mesquite Employee Health Center (MEHC) clinic and pharmacy.

The City offers three dental plan options: a managed plan (DHMO), an indemnity plan (DPPO), an enhanced indemnity plan (DPPO Enhanced). Coverage is available to all full-time employees at group rates.

The City offers free Vision Insurance to all employees. Dependents can be added for an additional fee.

Basic Group Life Insurance protection is provided to eligible full-time employees in the amount of two times the annual salary as recorded at the beginning of each year. The following voluntary benefits are available to full-time employees: Supplemental Life, AD&D Insurance, Cancer Insurance and Long-Term Disability

Texas Municipal Retirement System (TMRS): All employees appointed to positions designated to work 1,000 hours or more per year must participate in the TMRS. TMRS is a qualified tax-deferred retirement plan under Section 401 of the IRS. Seven (7) percent of gross earnings are deducted each payroll as a pre-tax deduction and deposited into the member account. When an employee becomes vested and retires, the City provides 2-to-1 matching contributions.

Other benefits include Social Security, Tax Saver Program (Section 125 Flexible Spending Account), Deferred Compensation Plans, Direct Deposit, Paid Holidays, Paid Vacation, Sick Leave and Personal Leave.
