Summary:

The Congressional Inquiries Analyst shall research and provide data analysis and consulting to the National Guard Bureau Legislative Liaison (NGB-LL). This position is responsible for managing, analyzing, and responding to congressional inquiries regarding National Guard policies, programs, personnel matters, and operational concerns.

Responsibilities:

Essential Job Functions:

  • Conduct thorough research and collaborate with subject matter experts to draft accurate, timely, and comprehensive responses
  • Analyze legislation and congressional actions affecting the National Guard.
  • Provide recommendations to leadership on legislative matters impacting the organization.
  • Maintain detailed records of congressional inquiries and responses.
  • Prepare reports and briefings on legislative trends and congressional concerns relevant to the National Guard.
  • Perform other duties as needed.
Qualifications:

Necessary Skills and Knowledge:

  • Strong knowledge of the legislative process, congressional procedures, and defense policy
  • Excellent analytical, research, and critical-thinking skills
  • Exceptional written and verbal communication abilities, with experience drafting reports and briefings
  • Proficiency in Microsoft Office Suite and data analysis tools
  • Ability to work independently and collaboratively in a fast-paced environment

Minimum Qualifications:

  • Bachelor’s degree from an accredited US based university
  • Minimum 3 years of experience with analyzing and responding to congressional inquiries
  • Minimum 3 years of experience working with the NGB or equivalent other Service Headquarters of DoD Level
  • Must have experience with/understanding of the following:
    • The congressional budget and appropriations process
    • Analyzing appropriations tables and justification books.
    • Tracking the annual National Defense Authorization Act, Appropriations Act, and Military Construction appropriations
    • Understanding congressional committee processes and procedures. ​
    • DoD policy development, program process, and program execution. ​
    • DoD legislative and ULB process
  • Secret security clearance required

Preferred Qualifications:

  • Prior military service (National Guard or Reserves preferred).
  • Experience working on Capitol Hill, with a federal agency, or in a legislative affairs role.
