Duties

Help

  • Proofreads and edits draft materials prepared by program offices to ensure clarity, accuracy, and consistency.
  • Keeps abreast of legislative hearings and matters requiring special attention, advising management of extent and type of participation in congressional activities.
  • Responds to written and verbal congressional inquiries in a prompt, professional manner by researching answers to questions and by consulting archives, subject matter experts, regulations, and other verifiable sources of information.
  • Tracks and analyzes congressional hearings, markups, and oversight activities; identifies issues requiring management attention.
  • Conducts detailed analysis of proposed legislation, amendments, and committee actions to assess potential impacts on agency operations, finances, and programs.
  • Utilizes a practical knowledge of GPO operations and processes in dealing with congressional staff to identify and clarify legislative issues and evaluate policy options.

  • You must be a current Career or Career Conditional GPO employee to apply.
  • Selectee must be able to obtain and maintain Secret security clearance.
  • Confidential Financial Disclosure Report may be required.
  • Selectee may be required to serve a one year probationary period.
  • TIME-IN-GRADE REQUIREMENTS: Applicants must meet time-in-grade requirements to be considered eligible. Applicants must have served 1 year at the next lower grade level or equivalent grade level of federal service to qualify


Qualifications

To qualify for the Congressional Relations Specialist, PG - 0301 - 13, you must possess one year of specialized experience equivalent to the PG-12 grade level in the Federal service, or equivalent, that includes the ability to:

* Research answers to questions by consulting archives, subject matter experts, regulations, and other verifiable sources of information;

* Identify critical resources needed to accomplish tasks, and coordinate with individuals as needed to meet time frames required;

* Assist with the development of reports detailing the impact of trends on agency specific programs and initiatives; and

* Work with leadership to prepare written materials for the Director, congressional committees, and other key audiences, and coordinate timely and accurate responses to inquiries.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualification requirements must be met by the closing date of this announcement (06/05/2026) to be considered.

Background Investigation:

For a Public Trust:

To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a Moderate Risk Public Trust background investigation. To meet those standards, all selected applicants must undergo and successfully complete a background for a Moderate Risk Public Trust. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as criminal offenses and illegal use or possession of drugs; this process may take 6 weeks or longer. The Agency may rescind the tentative offer, if the candidate is unable to pass the background investigation.

For a Secret Clearance:

To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a Secret clearance. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a Secret clearance. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs; this security process may take between 6 weeks to 12 months.

GPO will conduct an interim security clearance, pending the completion of the full investigative requirements for the final Secret clearance. The interim security clearance will be granted based on the favorable completion of preliminary checks that are accomplished as part of the security clearance process. The Agency may rescind the tentative offer if the candidate is unable to obtain an interim clearance.

The selectee will work first shift at the GPO offices.
