Cimarron is seeking a senior-level *Subcontracts Administrator *to support the Missile Defense Agency (MDA) on the Integrated Research and Development for Enterprise Solutions (IRES) contract at Schriever Space Force Base in the Colorado Springs, CO area.
This is a *hybrid *position that will allow for 3 days of remote work (i.e., work from home) per week!
Key Duties:
- Prepare solicitation documents, determine appropriate solicitation methods, and identify sources to be solicited.
- Conduct market research and issue Requests for Information (RFIs) as needed.
- Analyze and evaluate Task Order and subcontractor proposals; negotiate deviations from work statements, schedules, and terms and conditions while serving as the primary point of contact with subcontractors and project leadership.
- Provide value-added analysis of solicitations, pricing strategies, and contract terms, identifying risks and recommending mitigation alternatives.
- Establish and negotiate subcontracting solutions, including Master Service Agreements (MSAs) and Basic Ordering Agreements (BOAs).
- Advise task order teams on selecting appropriate contract types, performance milestones, and payment schedules tailored to facilities engineering, operations, and maintenance requirements.
- Develop Statements of Work (SOWs) with defined objectives, outcomes, and deliverables for project-based facilities requirements.
- Maintain document files in compliance with Subcontracts Policies and Procedures for internal and external audits.
- Conduct cost and/or price analyses with justification of award decisions.
- Coordinate cross-functionally to meet internal and external deadlines.
- Manage subcontract modifications, including additions, deletions, and formal documentation of communications.
- Administer subcontracts to ensure compliance with SOWs and delivery schedules.
- Perform formal subcontract closeout after project completion.
- Review subcontractor invoices for compliance with negotiated terms.
- Maintain open communication to ensure timely contract execution.
- Regularly review FAR and DoD Supplement regulations to ensure compliance.
- Evaluate contract performance to determine the need for amendments or extensions.
- Resolve disputes, including drafting and tracking Letters of Concern to closure.
- Coordinate and participate in fact-finding meetings.
- Collaborate with proposal and technical teams on SOWs, purchase requests, and vendor/supplier competition.
- Maintain and present subcontractor metrics to leadership, including total awarded value, average processing times, and related data points.

- Ability to obtain a Secret Clearance within a reasonable amount of time.

- Working knowledge of all contract types, including IDIQ, CPIF, T&M, and firm-fixed-price, with demonstrated ability to execute and interpret federal regulations within contracts.
- 8 or more years of general, full-time work experience.
- 6 or more years of directly related experience.
- Proficiency with Microsoft Word, PowerPoint, Excel, and SharePoint.
Desired Skills, Experience, and Education:
- In-depth knowledge of the FAR and DFARS, with a proven ability to interpret and apply complex regulatory requirements throughout all phases of the subcontract lifecycle.
- Subcontract administration experience in both the construction industry and government contracting.
- Experience with Basic Ordering Agreements (BOAs) and Master Service Agreements (MSAs).
