General Overview of Position

Under general supervision, this position performs a variety of manual unskilled/skilled tasks in the construction, maintenance, and repair of City of Kenosha streets, parks, facilities, and equipment; performs routine maintenance and custodial work in the care of buildings and grounds; collects and disposes of waste materials; participates in snow removal operations; does related work as required. The employee in this class operates a truck or other equipment which requires a commercial drivers license (CDL) and could require special skills. Work is performed under immediate supervision or general direction of a supervisor and is reviewed by inspection. Work is usually performed in accordance with established procedures with specific instructions given on unusual or difficult assignments.

Example of Duties & Responsibilities

Essential Duties and Responsibilities:

  • Paints buildings, equipment, tables, garbage cans and other items.
  • Mows grass, cuts weeds, plants trees and performs minor tree brush and shrub maintenance.
  • Plows, salts and sands streets and shovels walkways. Will be required to work 16 hour shifts or longer during snow and ice removal operations.
  • Performs waste collection work such as picking up trash and debris.
  • Cleans catch basins and removes leaves.
  • Performs custodial tasks in maintaining cleanliness of buildings including sweeping, cleaning, mopping, replenishing supplies, repairs and carpentry work, washing walls, windows, woodwork, sinks and toilets.
  • Moves furniture and equipment.
  • Sets up and forms concrete jobs in the constructing and repairing of streets, sidewalks, curbs, catch basins and manholes.
  • Patches streets with hot and cold blacktop mix.
  • Sets up and removes barricades, play equipment and snow fences.
  • Performs minor repair and carpentry work.
  • Picks up tree branches, dead animals and litter.
  • Operates a 90 lb. jackhammer for extended periods of time.
  • Drives dump truck while hauling dirt, gravel, blacktop and fill.
  • Lays out measurements and paints street lines, crosswalks and parking signs.
  • Erects street signs in accordance with State and local requirements.
  • Repairs and paints traffic signs.
  • Maintains records, documents, information and prepares reports.
  • Maintains tools and equipment used to perform tasks associated with these duties.
  • Other duties as assigned.

Requirements

Education, Training and Experience:

  • Must be 18 years of age or older.
  • Must have high school diploma, GED or HSED.
  • Must have a valid regular drivers license.
  • Valid Class B commercial drivers license (CDL) with no restrictions for air brakes. Must obtain the tank vehicle "N" endorsement within six (6) months of hire.
  • Must be able to work continuous shifts of up to 18 hours in length for snow plowing and ice removal operations.
  • Must be available to work evenings, weekends, and holidays for snow and weather events and other emergencies.
  • Minimum of one (1) year of work experience performing construction or building maintenance duties.
  • Minimum of one (1) year of work experience performing physical work outdoors in all weather conditions including extreme cold, heat, etc.
  • Three (3) years of construction experience working with concrete or sewers highly desired.
  • Experience driving a commercial motor vehicle highly desired.
  • Must be able to pass a criminal background and motor vehicle record review and post-offer physical and drug screen.

Required Knowledge, Skills and Abilities:

  • Knowledge of general maintenance, construction, tools and equipment.
  • Knowledge of the occupational hazards involved and the safety precautions necessary in performing maintenance, construction and repair work.
  • Knowledge of the methods, materials, tools and practices in at least one of the building trades.
  • Ability to properly enter a confined space such as a manhole and perform related repairs.
  • Ability to work in dirty, potentially dangerous situations using proper safety equipment and procedures.
  • Ability to skillfully operate dump trucks, tractors, garbage trucks, skid-steer loaders, fork lifts, combination sewer trucks, rollers, compaction equipment or other equipment.
  • Ability to establish proper grades for sewer tiles, manhole and inlet castings, concrete forms, landscaping and asphalt repairs.
  • Ability to work efficiently at height (i.e., on roofs and ladders or in man-baskets).
  • Ability to understand and follow oral and written instructions and sketches; ability to perform work from blueprints or written specifications.
  • Ability to accurately document time and material time sheets.
  • Ability to complete work within stated time limits or within a known cost.
  • Ability to respond to emergency overtime calls on short notice regardless of weather conditions.
  • Ability to perform strenuous physical work activities for extended periods in all weather conditions.
  • Ability to work well with others, including the public.
  • Ability to use computer or tablet to read plans and complete reports.

Physical Requirements:

  • Tasks involve the regular, and at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (20-50 pound) items and occasionally very heavy (100 pounds or over) items.
  • Tasks may involve the complex operation of gasoline, electric, or diesel-powered machinery or shop equipment requiring the manipulation of multiple controls, fine adjustments or both; or the sustained operation of such devices.
  • Tasks involve the frequent use of coordinating and manipulative skills in performing a variety of tasks with the full range of hand tools and shop equipment.
  • Tasks involve the skilled and complex operation of heavy equipment calling for adherence to exacting standards of depth, grade, dimensions, and contours.
  • Tasks involve operating commercial motor vehicles in sitting and driving positions for extended periods up to 18 hours in duration over multiple days consecutively.

Environmental Requirements:

Task requires that work be performed in adverse environmental conditions including extreme weather conditions.

Applicants education, training and experience will be analyzed. Written, verbal, proficiency and/or other exams may be required to establish eligibility. Appointment and rate of pay will be made in accordance with the Citys classification plan, City policy and the Rules and Regulations of the Civil Service System Ordinance. Most positions are included in a 17 step compensation plan. Most employees receive annual salary increases of 2.5% based on the current compensation plan. Additional across-the-board pay increases may occur annually.

Insurance

The City offers a high deductible health plan (HDHP) to eligible employees and their qualifying dependent(s) as of the first of the month following 30 days of full-time employment. All employees are required to pay a five percent (5%) monthly health insurance premium, which will be waived if the employee participates in an annual Health Risk Appraisal (HRA). Employees and qualifying dependents are responsible for any deductibles, co-payments, or other out-of-pocket costs associated with care received under the provisions of the plan(s).

The City offers dental insurance to eligible employees as of the first of the month following 30 days of full-time employment. There are two options for Dental Insurance: CarePlus (Dental Associates) and Delta Dental. CarePlus (Dental Associates) monthly premiums are paid for by the City. Employees are responsible for monthly premiums if enrolling in Delta Dental. Only one dental plan may be selected if enrolling.

The City offers vision insurance to eligible employees as of the first of the month following 30 days of full-time employment. This plan provides benefits (after applicable co-pay) including a comprehensive exam, eye glasses with standard single vision, etc.

The City holds an open enrollment period each calendar year. If the employee waives coverage of health and/or dental insurance upon hire, they must experience a qualifying life event as prescribed by the Plans summary plan description in order to enroll for either health or dental insurance at any other time during the plan year. Employees who do not experience a qualifying life event must wait for the open enrollment period to elect coverage. Insurance benefits are subject to unilateral changes by the City.

We participate in the Wisconsin Retirement System (WRS). This is a pension plan. We match the employee contribution amount monthly for general employees. The current contribution rate for general and teacher employees can be found here.

Term group life insurance coverage is provided to employees who participate in the WRS through the Wisconsin Public Employers Group Life Insurance Program. The premium for Basic Plan coverage is paid by the City for active employees.

Employees may elect to defer part of their income into a 457(b) retirement plan through Mission Squared Retirement Corporation, Nationwide Retirement Solutions or the Wisconsin Deferred Compensation Program.

Employees enjoy numerous types of paid time off.

Employees earn up to 12 days of sick leave per year. Sick leave can be carried over year after year & never expires during employment.

Paid Vacation - available for use on January 1 each year! (pro-rated your first year of employment)

Employees receive at least two (2) paid floating holidays per year. Holiday observance schedule may vary by department.

Duty-Related Death Benefit

One years salary is paid to the named beneficiary of an eligible employee who is killed in the line of duty.

Health and Wellness Clinic - Employees (and covered spouses) who elect health insurance coverage and complete the annual HRA may utilize the Citys onsite Health and Wellness Clinic, which is staffed by a Nurse Practitioner and Registered Nurse. Services provided by the Clinic may be subject to a co-payment, as prescribed by City policy and IRS guidelines.

Health Savings Account - The health insurance plan offered by the City qualifies for a Health Savings Account (HSA) as defined by the IRS. Johnson Bank has waived the fees normally associated with opening and maintaining an HSA for all City employees who are enrolled in a qualifying insurance plan. Payroll deduction (pre-taxed) is only available to those employees who hold their HSA with Johnson Bank. Enrollment for this benefit is administered by the Finance Department.

Critical Illness, Accident & Universal Life/Long-Term Care Insurances - Supplemental policies for Critical Illness, Accident and Life/Long-Term Care Insurance are offered to current eligible employees during the Citys annual open enrollment period.

Tuition Reimbursement Program - Regular full-time employees who have completed their probationary period may be reimbursed for 80% of tuition up to $3,000 per calendar year for satisfactory completion (a grade of "B" or greater) of approved courses through an accredited institution in the pursuance of an Associate, Bachelor or Master Degree. Please refer to the Citys Personnel Policies and Regulations for program information.
