Veterans Community Project (VCP) Overview

VCP was founded in Kansas City, Missouri, in 2016 by a group of combat Veterans shaped by their military service and began with a determination to do better for Veterans in need. Today, we’re growing nationwide to serve more Veterans everywhere, ensuring no one is left behind. Our founders’ solution was simple: provide Veterans experiencing homelessness with a home of their own and wraparound case management services that leverage the support of the community to not only get them back on their feet, but ensure they continue standing. Our proven model has an 85% success rate at getting Veterans back on their feet.

The Role 

The Construction and Operations Manager (COM) is responsible for all construction-related activities to support VCP of Glendale and will work closely with the Construction Committee, vendors, subcontractors, and team members from various departments. The COM is responsible for creating and maintaining construction timelines with the Director of Construction and working with vendors and subcontractors to ensure them. The COM will maintain an actual cost sheet with oversight from the Director of Construction. This position is also responsible for the oversight, guidance, and safety of volunteers. VCP is fueled by the community, and volunteers are on-site daily. Once construction is complete and residents are occupying the homes, Operations become the focus of the position, requiring the completion of maintenance work orders for the Village (post construction). Like all VCP of Glendale employees, this position will occasionally require attendance at community events, serving as a guest speaker, and giving tours. The role of this position will evolve over time as the construction of VCP Village concludes, though basic job functions will remain. Candidates need an understanding of construction, project timelines, and schedules, as well as being able to complete tasks on time. 

Job Tasks: 

  •  Using templates, create schedules for individual tiny homes and maintain them for regular reporting.  
  • Help develop Construction Committee and maintain relationships with the Committee for the project's duration.  
  • With support from the Construction Committee, find and develop relationships with local subcontractors, vendors, and other industry professionals.  
  • Responsible for following the procurement procedures to obtain the best price for materials, services, and labor. 
  • Delegate jobs that can be done by core volunteers.  
  • Order and manage construction materials, including delivery, storage, and proper use.  
  • Supervise and provide day-to-day leadership and guidance to volunteers to ensure identified construction and/or maintenance tasks are completed as directed. 
  • Conduct morning safety briefs and afternoon reviews with volunteers. 
  • Schedule subcontractors when appropriate and provide oversight of hired contractors and vendors while keeping them on schedule.  
  • Work with vendors to ensure quality control and billing are to VCP standards and report any inadequate work to the Executive Director and Director of Construction. 
  • Schedule and manage inspections and develop and maintain relationships with inspectors and building departments.  
  • Maintain a hard costs analysis of project using the budget as a baseline and the Director of Construction as a resource. 
  • Create and complete house completion procedures to ensure houses are up to VCP standards of quality.  
  • Maintain a clean, safe, and orderly job site, including storage of tools, equipment, and materials.  
  • Work with team members to prioritize and schedule timely completion of house flips, housing maintenance requests, general work orders, and overall operations. 
  • Determine when professional trades need to be used for work orders and schedule work accordingly. 
  • Schedule routine maintenance for all VCP equipment, mowers, vehicles, ATV’s etc. 
  • Cultivate relationships and solicit in-kind donations from local vendors, professional tradesmen, and community partners. 
  • Develop and maintain strong relationships with potential volunteer sources.  
  • Ensure all operational needs are met at all VCP properties. 
  • Share the VCP story and Mission Statement. 

 Job Requirements: 

  • High School Diploma or equivalent. 
  • Reliable transportation. 
  • Relevant construction experience. 
  • Understanding of construction timelines and scheduling. 
  • General knowledge of technology and software programs.  
  • Understand and execute mid-level operations.  
  • Ability to lead projects and assign work to volunteers and staff. 
  • Willing to work flexible hours. 
  • Able to lift up to 75 pounds. 
  • OSHA 10-hour card preferred. 
  • Must possess a valid driver's license, maintain an insurable driving record, and be able to operate an agency vehicle as required by the position.
