Construction Estimator – Federal Civil Infrastructure

Cedarville Engineering Group, LLC (CEG) is a civil and environmental design-build firm delivering complex infrastructure projects for public sector clients, with the majority of our work supporting the United States federal government—particularly the Department of Defense. Our projects directly support mission-critical facilities, environmental restoration, and resilient infrastructure across the country.
CEG is seeking an experienced, detail-driven Construction Estimator who understands heavy civil construction and can translate field reality into accurate, competitive pricing. This role is ideal for someone who thinks like a builder, understands production, and wants to directly influence which projects the company wins.
As a Construction Estimator at CEG, you will be responsible for developing detailed cost estimates, analyzing plans and specifications, and supporting pursuit strategy in collaboration with Business Development and Construction teams.

What You’ll Do:
Estimating & Cost Development
  • Prepare detailed cost estimates for heavy civil and environmental construction projects
  • Analyze drawings, specifications, and bid documents
  • Perform quantity takeoffs and develop production-based pricing
  • Build estimates aligned with real-world means, methods, and field conditions
Preconstruction & Pursuit Support
  • Support Business Development in developing competitive, winning proposals
  • Collaborate with leadership to align pricing strategy with pursuit goals
  • Participate in bid reviews, estimate reviews, and strategy discussions
  • Identify risk, scope gaps, and opportunity in bid documents
Field & Construction Coordination
  • Work closely with Construction teams to validate means, methods, and production assumptions
  • Attend site visits, pre-bid meetings, and project walkthroughs
  • Incorporate field feedback into cost models and estimating approach
  • Ensure estimates reflect actual jobsite conditions and execution strategy
Federal Project Support
  • Develop estimates in compliance with federal procurement requirements
  • Support pursuits on military installations and secured federal sites
  • Understand and apply USACE, NAVFAC, and federal contracting standards
  • Ensure pricing aligns with government bid expectations and compliance requirements
 
What You Bring:
Required Qualifications
  • 8+ years of experience as a Construction Estimator in heavy civil or infrastructure construction
  • Strong understanding of construction means, methods, and production-based estimating
  • Ability to read and interpret plans, specifications, and contract documents
  • Experience developing detailed quantity takeoffs and cost breakdowns
  • Ability to pass background checks and obtain access to military installations
  • Willingness to travel for site visits and pre-bid meetings
Preferred Experience & Credentials
  • Experience with federal or Department of Defense projects
  • Background in earthwork, utilities, environmental, or civil infrastructure estimating
  • Familiarity with USACE, NAVFAC, or federal bidding processes
  • Experience supporting design-build pursuits

Compensation & Benefits
  • Salary Range: $80,000 – $100,000 per year (commensurate with experience and location)
  • Necessary inspection equipment provided
  • Mileage reimbursement
