    Job Description

    ASRC Federal Facilities Logistics, LLC, a subsidiary of ASRC Federal, is seeking Construction Foremen to support our Prime NASA program at Goddard Space Flight Center in Greenbelt, MD.Position SummaryThe Construction Foreman provides direct field leadership and supervision of craft labor and construction activities for assigned projects under the ROME contract. The Foreman is responsible for ensuring work is performed safely, efficiently, and in accordance with approved drawings, specifications, schedules, quality requirements, and NASA site requirements.The Foreman serves as the primary field-level leader for assigned crews and works closely with the Construction Manager, Project Manager, subcontractors, engineers, safety personnel, and customer representatives to coordinate daily construction activities and resolve field issues.Key ResponsibilitiesField Supervision

    Provide daily supervision and direction to assigned craft personnel and construction crews.Plan and coordinate daily work activities based on project priorities and schedule requirements.Assign tasks to crew members based on skill, experience, and project requirements.Monitor productivity and ensure crews remain focused on scheduled activities.Coordinate work sequenced with other trades and subcontractors.Maintain an organized, productive, and professional job site.Ensure tools, equipment, materials, and manpower are available to support planned work.

    Construction Execution

    Perform and supervise construction activities in accordance with approved drawings, specifications, statements of work, and established construction practices.Interpret construction drawings, plans, specifications, and work instructions.Verify field conditions prior to beginning work.Coordinate installation, demolition, renovation, repair, and construction activities as assigned.Identify constructability issues, unforeseen conditions, and potential conflicts and promptly notify the Construction Manager.Prevent unauthorized work or deviations from approved scope.

    Safety

    Maintain a strong safety culture and lead by example in all field activities.Conduct or participate in daily toolbox talks, job hazard analyses, and pre-task planning.Ensure personnel use required PPE and follow applicable OSHA and NASA safety requirements.Identify and correct unsafe conditions immediately.Stop working when unsafe conditions or significant deviations from approved procedures are identified.Report accidents, incidents, near misses, and unsafe conditions immediately.Ensure tools, equipment, ladders, scaffolding, and work areas are properly maintained and used safely.

    Quality Control

    Monitor workmanship and ensure construction activities meet project quality requirements.Inspect completed work for compliance with drawings and specifications.Identify defective or incomplete work and coordinate corrective action.Ensure required inspections and testing are completed.Maintain awareness of project-specific quality control requirements.Minimize rework through proper planning, coordination, and inspection.

    Crew Leadership

    Lead, mentor, and develop craft personnel assigned to the project.Establish clear expectations for productivity, workmanship, attendance, safety, and conduct.Monitor employee performance and provide feedback to Construction Management.Assist with training and qualifications of less-experienced craft personnel.Promote teamwork and cooperation among multiple trades.Maintain positive employee relations and promptly elevate personnel issues when appropriate.

    Materials, Tools, and Equipment

    Verify required materials are available before scheduled work begins.Inspect materials for damage, proper quantity, and suitability for installation.Coordinate material handling, staging, and storage.Maintain accountability for assigned tools and equipment.Identify material shortages or equipment requirements early enough to prevent schedule impacts.Ensure work areas are properly secured at the end of each shift.

    Schedule and Productivity

    Execute daily activities in accordance with the project schedule and established priorities.Provide daily status updates and productivity information to the Construction Manager.Identify activities at risk of falling behind schedule.Recommend manpower, sequencing, or work-hour adjustments to recover schedule.Support multiple-shift or extended-hour operations when required.Coordinate daily work to maximize crew productivity and minimize downtime.

    Documentation and Reporting

    Complete daily construction reports and required field documentation.Document manpower, work performed, materials received, equipment used, site conditions, and significant events.Take photographs documenting progress, existing conditions, and completed work when required.Report field changes, differing site conditions, and customer-directed work.Maintain accurate records of completed work and project milestones.

    Customer and Subcontractor Coordination

    Maintain professional relationships with NASA personnel, subcontractors, vendors, and other project stakeholders.Coordinate daily field activities with subcontractor foremen and supervisors.Support construction meetings and site coordination meetings.Respond professionally to customer questions and direct technical or contractual issues to the Construction Manager.Coordinate site access, work areas, shutdowns, deliveries, and other field logistics.

    Leadership ExpectationsThe Construction Foreman is expected to be a hands-on leader who sets the standard for safety, quality, productivity, professionalism, and accountability.The Foreman should anticipate problems, communicate issues early, and work proactively with the Construction Manager to develop solutions. The position is expected to maintain a strong field presence and ensure that crews have the direction and resources necessary to successfully complete assigned work.Minimum Qualifications

    High school diploma or equivalent.5 - 7 years of progressive construction experience, with demonstrated experience leading construction crews.Previous experience as a Foreman, Lead Carpenter, Lead Electrician, Lead HVAC Technician, Superintendent, or similar construction leadership position.Demonstrated knowledge of construction methods, materials, tools, and equipment.Ability to read and interpret construction drawings, specifications, and work instructions.Ability to effectively direct and coordinate craft personnel.Strong understanding of construction safety requirements.Strong communication, organizational, and problem-solving skills.Ability to work in an active construction environment and perform physical field duties as required.Ability to obtain and maintain required NASA facility access and security credentials.

    Preferred Qualifications

    OSHA 30-hour certification.OSHA 10-hour certification for applicable craft personnel.Experience working on NASA, federal government, or other highly regulated facilities.Trade-specific journeyman certification or license.Experience working in occupied government or commercial facilities.Experience coordinating multiple construction trades.Experience with electronic daily reports, construction management systems, and digital project documentation.Experience working in controlled or mission-critical facilities.

    Identify and communicate field issues promptly.Maintain accurate construction documentation.Effectively coordinate with Construction Management, subcontractors, and other trades.Support successful project completion while maintaining NASA customer expectations.
