Position Summary

The Construction Inspection Supervisor plans, coordinates and reviews the daily activities of the Building Inspection Division to ensure that municipal codes and regulations are enforced and inspection problems are resolved in an expeditious manner.

Education, Training, Experience, Certifications, Licenses and Registrations

Education / higher education: High School Graduate or equivalent

Minimum number of years of directly related experience: Five years

Education and/or experience preferences: Post-secondary education or training in electrical, plumbing, and mechanical system installation/repair or general. Also prefer prior supervisory experience.

Driver's License requirement: Frequent Driver -- Regular Drivers License Required Endorsements: None

Note -- For any driver, driving record must always meet City driving and insurability standards.

Preferred certifications, licenses or registrations: Building ICBO Certification; Mechanical and Plumbing Certification

Knowledge, Skills and Abilities

Knowledge: Local, state, and federal construction requirements for safety and compliance to codes and specifications.

Skills: Must be able to type rapidly and accurately enough to successfully produce documents/spreadsheets, communicate via e-mail, or perform data entry as necessary to accomplish the essential functions of the position. Use of technology, equipment and software typically used in the office environment.

Abilities: Read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Carry out instructions furnished in written, oral, or diagram form. Write routine reports and correspondence. Speak effectively before groups of customers or employees. Use math concepts to present data in charts, graphs, and presentations.

Interaction with Groups/Agencies/Entities: Internal: Works with other department supervisors and managers on routine assignments and special projects. Maintains harmonious, courteous, and understanding relationships, while fostering a collaborative teamwork environment. External: Works with architects, contractors and the general public on building inspection problems and concerns. Presents a friendly, courteous image for the City to the general public, customers, and public officials.

Essential Functions

  • Determines work procedures, prepares work schedules, and expedites workflow.
  • Issues written and oral instructions to subordinates on work product, priorities, timelines, and task specifications, to include office assistants and secretaries
  • Assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.
  • Studies and standardizes procedures to improve department and employee productivity.
  • Maintains harmony among subordinates, and resolves grievances.
  • Prepares composite reports from individual reports of subordinates for submission to senior management.
  • Works with subordinates to adjust errors, omissions, and complaints in order to maintain effective customer relations.
  • Assists subordinates in performing their duties and provides training and education as required.
  • Supervises, plans, coordinates, assigns and reviews the work of the building inspectors and support staff.
  • Prepares annual budget and mid-year budget adjustments for building inspection division.
  • Checks submitted plans on residential and commercial properties to ensure that specifications and codes are in compliance with all National, State and Local regulations.
  • Checks specifications/blueprints before issuing permits, inspects and follows blueprints to ensure compliance to codes at each phase of construction.
  • Grants final approval for the issuance of Certificate of Occupancy for the structure.
  • Oversees inspections of new construction and remodeling projects, both in progress and upon completion, to determine that applicable codes and guidelines are in compliance.
