Job Summary

This position is responsible for performing difficult technical and intermediate administrative work involved in inspecting, managing, and assuring the quality of a wide variety of Public Works related projects, including sediment control, landscaping, grading, concrete, asphalt, construction, water, sewer, storm drain, and stormwater management. Under the direction and general supervisory review of the Chief of Construction Management and the Principal Construction Inspector the incumbent ensures that work and operations are performed in compliance with all applicable codes, specifications, and regulations. Contact is required within the organization and with the general public, contractors, developers, builders, public utilities, and public agencies for the purpose of exchanging information to carry out organization programs and to explain specialized matters.

Essential Job Functions

  • Inspects, observes, and documents the construction of public works related construction, including concrete curbs, sidewalks, and driveway aprons; water, sewer, and storm drain mains and appurtenances, including backfill, compaction, and restoration of the trench and roadway; and ensures compliance with all applicable local, state, and federal laws, codes, and regulations.
  • Inspects sediment control devices for compliance with applicable laws and for proper installation and function, directing corrective action as necessary and coordination with the Environmental Management Division for compliance with State law.
  • Inspects landscaping and tree installations and ensures compliance with related local and state laws and coordination with the City Forester on all Public Works related construction activity.
  • Confirms and ensures compaction requirements of soils, asphalt, concrete, and other back-fill related materials.
  • Develops quantity take-off estimates and construction cost estimates on public works related construction projects.
  • Checks grades and elevations on all construction related work with the use of land-survey related procedures and equipment.
  • Determines that all applicable construction related permits and bonds are obtained and that all related work is in compliance with the terms of the related permits before release.
  • Documents all construction related activities in written and visual formats, including maintaining files for daily diary and/or daily written construction reports, photography, and video.
  • Determines reasonableness and accuracy of construction related change orders and modifications to construction contracts, including computation of cost and schedule impacts.
  • Investigates and resolves construction related complaints filed by various parties throughout the City.
  • May be responsible for the preparing construction related drawings and as-built sketches and may make related calculations and measurements.
  • Observes all construction related activity for compliance with Traffic Control issues and resolves conflicts as needed.
  • Observes safety issues and works with MOSH inspectors to resolve related safety issues.
  • Investigates and resolves conflicts on construction related activity with the general public, contractors, developers, private property owners, and all related stake holders.
  • Performs other job duties as required.

Qualifications

Education and Experience:

High School diploma or equivilency and six (6) years experience as a construction inspector, or any equivalent combination of education and experience.

Special Qualifications:

Must have or obtain within one year of date of hire or promotion:

  • NICET Level I certification or an equivalent certification as determined by the City.
  • APWA Certified Public Infrastructure Inspector (CPII).
  • Maryland Department of the Environment designation as a "responsible person" for erosion and sediment control.
  • Certification by MDE in water sampling.
  • Must possess a valid drivers license.

Knowledge, Skills, and Abilities

  • Knowledge of the methods, materials, and techniques of Public Works construction, including safe work practices.
  • Knowledge of quality control and quality assurance in construction and the ability to resolve conflicts and achieve compliance.
  • Knowledge of typical contracts and specifications used in public works construction, including local, state, regional, and federal laws and regulations.
  • Knowledge of computers and job related software, including the ability to create and maintain computer files and documents.
  • Knowledge of methods, nomenclature and practice of engineering drafting and use of drafting instruments.
  • Knowledge of property records and plats.
  • Knowledge of land surveying instruments and practices, including the ability to read grades and elevations.
  • Ability to interpret construction plans and specifications and to compare them with work in progress.
  • Ability to deal firmly, fairly, and tactfully with contractors, workers, property owners, and the general public during the course of work, sometimes under contentious circumstances.
  • Ability to make construction related calculations rapidly and accurately.
  • Ability to understand and work from both oral and written instructions and directions and the ability to communicate clearly with others.
  • Ability to establish and maintain effective working relationships with other employees and with those contacted during the course of the work.

Summary of Employee Benefits

The City of Rockville offers a wide range of health and wellness benefits to full-time, regular employees. Part-time, regular employees working more than 20 hours per week may be eligible for benefits on a pro-rated basis. Benefits are not available to temporary employees.

HEALTH BENEFITS Medical Insurance Participation is available in one of several types of health plans. The city contributes toward each plan. Participation is optional. Employees may elect to participate in plans offered through Aetna or Kaiser Permanente. Benefit coverage is available beginning on date of hire.

Dental Insurance Employees may enroll in the Citys dental program offered through Guardian Dental. The city contributes a portion of the cost of each employees dental coverage. If dental coverage is waived, the Citys contribution is reallocated toward the employees health plan cost. Start date of coverage is the first of the month following date of hire. Vision The city offers a vision plan with VSP. The city contributes a portion of the cost of each employees vision coverage. Start date of coverage is the first of the month following date of hire.

GROUP LIFE INSURANCE

The City provides life insurance equal to one and one-half times an employees base salary. There is no cost to the employee for this benefit. Employees have the option of purchasing additional supplemental life insurance coverage for self, spouse and dependent child(ren). RETIREMENT SAVINGS PLAN Participation in the City of Rockville's retirement plan is mandatory. There are two parts to the retirement plan: 1) the Pension Plan and 2) the Thrift Plan. The City of Rockville Pension Plan (all employees) is a defined benefit plan that provides the participant with a specific monthly benefit at retirement. Monthly benefits are calculated based on a participant's salary and length of credited service. Employees are fully vested in the pension plan after 10 years of credited service and are always 100% vested in the amounts they contribute. The City of Rockville Thrift Plan (administrative and union employees only) is a defined contribution plan subject to the IRS code 401(a). Employees make pre-tax contributions and investment decisions. No specific amount of money is guaranteed at retirement. The benefits available are based on the amount contributed and are also affected by income, expenses, gains and losses. Deferred Compensation/457(b) Plan - The 457(b) plan, administered by Lincoln Financial, is an optional retirement plan. Contributions to this plan are made entirely by the employee. Both pre-tax and post-tax (Roth) options are available.

The City provides free, confidential counseling, assessment, and referral services to help employees deal with personal matters. The Employee Assistance Program (EAP) is also available for family members who are eligible health insurance plan dependents.

LONG-TERM DISABILITY PROGRAM

The Citys Income Protection Plan provides long-term disability benefits for both on and off the job injuries or illnesses. Coverage for off the job injuries or illnesses is provided after one year of employment with the city.
