Would you like to be part of a team that supports critical wastewater infrastructure for the largest county in Virginia?

This position coordinates and manages multi-discipline architectural and engineering projects of ranging complexity at The Noman M. Cole Jr. Water Recycling Facility, An Advanced 67 mgd Wastewater Treatment Facility, which is required by law to meet, on a continuous basis, stringent effluent limitations established by state and federal regulatory agencies.

  • Coordinates and manages multi-discipline architectural and engineering (A/E) projects of ranging complexity, type and scope for facilities renovation, maintenance, wastewater County projects from inception, design, award, construction, and through the warranty period.
  • Serves as a liaison to review approve and direct not limited to mechanical, electrical, instrumentation and HVAC tasks.
  • Prepares solicitations for services and directs the consultant selection process
  • Functions as project team leader and coordinates completion schedules with multiple contractors.
  • Plans, monitors, and coordinates work performed by construction or maintenance contractors.
  • Supervises professional, paraprofessional technical and administrative personnel assigned to the project.
  • Ensures that all contracts and on-site processes and work follow Federal, State and County codes.
  • Develops requests for proposals, scopes of services, bid packages, contracts, amendments and other documents for the selection and contracting of consultant services.
  • Provides quality control to ensure the construction process achieves the required goals and meet project specifications.
  • Reviews work in progress for cost and compatibility with County standards, operational needs, and regulatory/permit compliance.
  • Ensures that necessary field inspections are conducted to verify compliance with applicable code requirements of the Virginia Uniform Statewide Building Code, with the Public Facilities Manual, Erosion and Sediment Control Standards, as well as other Commonwealth laws and regulations relating to construction projects.
  • Facilitates and conducts meetings with public groups, citizens, and other stakeholders to gain support for projects, explain issues and resolve conflicts; Ensures clear and thorough communication with public and/or involved parties on all aspects of projects.
  • Prepares and presents reports to citizen groups, boards, and commissions.
  • Attends meetings and conferences.

This position works in the DPWES Wastewater Treatment Division, located at 9399 Richmond Hwy. Lorton, Virginia.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from a four-year college or university with a bachelors degree in Civil Engineering, Landscape Architecture, Environmental or Life Sciences, Construction Management, Business Administration, Facilities Management or related; plus five years of experience in the management of large and complex construction or maintenance projects to include two years managing multi-disciplinary teams with multiple contractors.

CERTIFICATES AND LICENSES REQUIRED:

  • A valid drivers license.
  • Certified Construction Manager (CCM) certification by Construction Management Association of America (CMAA) within 12 months of appointment.
  • Certified Facility Manager (CFM, International Facility Management Association (IFMA) within 12 months of appointment.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check, a pre-employment physical examination, and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Five or more years demonstrated history as the lead project manager directly responsible and accountable for the design and construction for the replacement of wastewater treatment plant.
  • Projects include water or wastewater mechanical, HVAC, Electrician, and Instrumentation control.
  • Good knowledge of utilizing computer maintenance management system (CMMS).
  • Five or more years demonstrated history in the full performance responsibility for a portfolio of complex industrial or commercial building systems replacement projects in occupied commercial facilities including but not limited to: development of contracts, authoring scope of work, financial oversight, submittal approval, RFI responses, construction quality, safety performance, oversight of quality metrics and quality performance, contractor selection and oversight, oversight of project documentation and project schedule, and risk mitigation.
  • Possession of Certified Construction Manager (CCM) certification by Construction Management Association of America (CMAA) or Contractor license.

PHYSICAL REQUIREMENTS:

Ability to hear and properly respond to typical construction alarms and verbal warnings. Ability to lift 50 to 75 lbs. in a safe manner. Ability to perform field investigations on sanitary sewers and ability to physically negotiate rough terrain in a typical construction site. Ability to produce organized and legible handwritten, typed/computer generated documents including the use of graphics. Ability to work in a variety of work environments which may be noisy. Ability to work in adverse weather conditions and temperatures, may be exposed to raw waste. Must be able to bend, stoop, climb stairs and climb up/down a 40-foot ladder. Must be able to follow oral and written instructions. All duties performed with or without reasonable accommodations.
