Washington State Penitentiary (WSP)

The Department of Corrections is seeking highly motivated and qualified individual as a Construction and Maintenance Project Supervisor at Washington State Penitentiary (WSP)

Note: This recruitment may be used to fill future vacancies that may occur.

The Washington State Penitentiary is staff 24-hours a day, 7-days a week. Whether the work is inside a prison, in community corrections, or in an administrative office, the Washington State Department of Corrections professional staff experience a high degree of personal satisfaction knowing they are creating environments in which all incarcerated individuals can learn to make choices that contribute to a safer society.

The Department of Corrections, as a partner in the criminal justice system, enhances public safety, administers criminal sanctions and programs in accordance with the law and provides leadership for the future of corrections in Washington State.

The Washington State Penitentiary is comprised of 4 Close Custody Units, 3 Special Housing Units, 2 Intensive Management Units, 2 Medium Units, 2 Minimum Housing Units and a Hospital. In all, WSP houses approximately 2,000 incarcerated individuals and employees approximately 1,100 staff.

Duties

Under the direction of the Plant Manager, this is a "working Supervisor" position which provides leadership, supervision, and direction for inmate workers and journey-level staff performing skilled work in multiple trades; the motor pool manages the facility fleet of vehicles and equipment. The farm manages crop production and vegetation management, the grounds team manages facility grounds upkeep, and the preventative maintenance team located in the spud shed manages facility level construction projects.

This includes, but is not limited to the supervision of equipment mechanics and allied personnel in the proper inspection, repair and maintenance of medium-duty vehicles or commercial/industrial equipment; supervision of maintenance mechanic 4 positions, expert level of the series. Maintenance mechanic 4 positions are responsible for shop administration and supervising maintenance personnel, equipment mechanics or others performing skilled maintenance, repair and modification of plant machinery and mechanical equipment involved with buildings, special apparatus, utilities and facilities.

Supervise assigned personnel in the landscaping and maintenance program for institution grounds, maintenance mechanic 3 positions may plan and manage gardening, greenhouse and grounds maintenance on campus, supervising 15 or more incarcerated individuals.

This position acts as the primary point of contact for all maintenance and repair of kitchen, laundry, mechanical locking devices, other equipment and systems to support living conditions, the mission of the maintenance department, Lockout Tagout compliance, work within a defined budget, and ensure work in performed in a workman like manner to meet code compliance and safety standards.

This position will ensure that supervised staff maintain and document training hours and continuing education as necessary to maintain any required certifications.

This position supports DOCs mission to improve public safety. Maintenance staff plays a vital role by participating in the facilities and ground maintenance programs. This vital role ensures operational systems, safe buildings, and safe grounds.

Duty:

Supervise Outside engineer staff, Motor pool, Farm, and Grounds and Nursery staff and inmates in the Assigned tasks and Preventitive maintenance associated with those areas in a workman-like manner.

Tasks include:

  • Maintain buildings outside the secure perimeter. Installation, maintenance, replacement, repair, demolition, construction, and fabrication of facility building mechanical equipment, machinery, roads, walking surfaces and utilities.
  • Supervision of an inmate crew engaged in maintenance/repair of buildings and hard surfaces.
  • Set expectations and conducts timely evaluations for the supervisors in your chain of command.
  • Building structures, placing concrete and gravel. Participate, supervise, and observe your area staff and offenders engaged in maintenance, repair of items in their area of control.
  • Inspect facility mechanical systems and related equipment to determine the need for repair, maintenance or replacement.
  • Review project plans and blue prints.
  • Documentation of offender training.
  • Use of tools, ladders, scaffolding and operation of heavy equipment.

Duty:

Provide first level supervision and leadership to the Equipment tech Supervisor, Farm shop MM4, Grounds and Nursery MM3s and the outside Construction MM4.

Tasks include:

  • Set expectations and conduct timely evaluations for the Farm Shop Supervisor, Motorpool supervisor and Grounds MM3s.
  • Prioritize and coordinate facility maintenance, upgrades, and repairs outside the secure perimeter.
  • Ensure work is being completed according to specifications and in a safe manner according to DOC policies, budget, and procedures.
  • Effectively address employee performance, misconduct issues, and take appropriate actions.
  • Act as the primary point of contact for matters outside building maintenance and road surface systems at WSP.

Duty:

Plans, coordinates and organizes maintenance and construction projects.

Tasks include:

  • Prepare preliminary cost estimates and projections for assigned tasks.
  • Communication with vendors and contractors related to facility projects.
  • Schedule work to be completed based upon its assigned priority.
  • Ensure that all safety and security procedures are followed.
  • Attend meetings related to outside perimeter projects.
  • Schedule the movement and use of equipment to and from project locations.
  • Transport materials to project locations.
  • Participate in the duty engineer rotation for the Engineers department on a rotational schedule
  • Worksite inspections.

Duty:

Prepare reports, schedule maintenance, assists in developing projects including material estimates, scopes of work, equipment, and manpower needs

Tasks include:

  • Monitor inventories for Outside construction shop and order sufficient required materials to accomplish maintenance needs and assigned tasks. Monitor ordering for the Farm, Grounds and Nursery, and motor pool.
  • Document work performed including necessary records of work crew hours, performance, and training.

Duty:

Other duties as directed by the Facility Manager or Plant Manager 3.

Tasks include:

Miscellaneous assignments, special projects, trainings, pickup/delivery or transportation of materials, temporary fill-in for another shop, and response to emergency call-ins.

Qualifications

REQUIRED:

  • High School Diploma or GED.

AND

  • Two (2) or more years of experience employed of journey level work in multiple construction or maintenance trades.

AND

  • Valid Washington State Drivers License.

DESIRED:

  • Four (4) years experience of journey level work in multiple construction or maintenance trades.

Insurance Benefits

Retirement and Deferred Compensation

Employees also have the ability to participate in the Deferred Compensation Program (DCP). All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
