Position Description

Seattle City Light, a department of the City of Seattle, is one of the nation's largest municipally owned utilities in terms of the number of customers served. Over the years we have worked very hard to keep Seattles electricity affordable, reliable, and environmentally sound. Today, City Light is a recognized national leader in energy efficiency and environmental stewardship.

The Project Delivery Division is looking for a Manager for its Construction Management Services group. This individual will join the Project Delivery Team and will perform Public Works contract administration, constructability reviews and risk assessments on behalf of the Department and advise engineers and project managers of many SCL organizations on public works contracting policies and best practices. This position will report to the Project Delivery Division Director.

Job Responsibilities

  • Provide leadership to staff responsible for coordinating the planning, design and construction of capital improvement and other City funded/sponsored projects.
  • Manage org unit O&M budget.
  • Lead Division-wide capital work planning efforts and ensure the results are incorporated into future CIP budgets.
  • Oversee and delegate as appropriate all aspects of complex capital improvement projects including, administration of contracts, coordination of design reviews, environmental reviews, and permit acquisition; coordination of building and contract awards; and monitoring project closeouts.
  • Apply knowledge of public sector construction contracting methods including design/bid/build, progressive design build, Design/Build, GC/CM General Contractor/Construction Manager, Job Order Contracting, and others.
  • Ensure the Program Management staff is successful at exercising judgment in scheduling and coordinating activities between various parties, planning, and developing complex projects, and effectively negotiating contracts and schedules.
  • Manage, monitor, and administer human resource policies and programs consistently and in support of utility-wide practices to recognize diversity and commitment to racial and social justice.
  • Administer labor contracts fairly and consistently, respond to grievances in a timely and appropriate manner.
  • Report to and advise the Project Delivery Division Director on significant project or staffing related issues and provide regular status updates regarding the Program Management Unit.
  • Works closely with Construction, Engineering, Environmental, and Financial Managers, as well as independent consultants.

Qualifications

Minimum Qualifications

Education/Experience:

  • Bachelors degree in Construction Management, Civil Engineering or related field
  • Minimum of five years' experience in construction & contract management principles and practices
  • Minimum of five years' supervisory experience

Certification/License:

You must hold a current valid state issued driver's license from any US state to be verified prior to start date. Out of state license holders will be required to obtain a WA state license within 30 days of hire.

Desired Qualifications - You will be successful if you have the following experience, skills, and abilities:

  • ·Knowledge of public sector organizational practices, including labor relations and financial management.
  • ·Skilled in developing and implementing performance management and organization measurements, methodologies, and techniques.
  • ·Strong management skills including planning, organizing, problem-solving and program implementation.
  • ·Ability to coach employees, encourage teamwork and promote high standards of customer service.
  • ·Experience working with multiple stakeholders, vendors, and customers; experience in a matrixed organization.
  • ·Experience working with various City Departments; FAS, SDOT, SPU and others.
  • ·Experience negotiating contracts and other agreements.
  • ·Excellent oral, written and presentation skills.
  • ·Good interpersonal skills, ability to work with people from diverse professional, cultural and socioeconomic backgrounds.
  • ·PMI Certification
  • ·Working knowledge of Microsoft Project
  • ·Design-Build Institute of America DBIA certification or training

Additional Information

The full salary range for this position is $61.90 to $92.84 per hour.
