Minimum Qualifications
Bachelors degree in Architecture, Engineering, Construction Engineering, or related field. Five years of experience in the design, construction, or management of construction projects are required. A license in any of the following may substitute for the required education: State of Florida Professional Engineer, State of Florida Registered Architect, Miami-Dade County or State of Florida General Contractors, Miami-Dade County or State of Florida General Building Contractor, Miami-Dade County or State of Florida General Engineering Contractors, or Miami-Dade County or State of Florida Certificate of Eligibility in General Building or General Engineering.

The Construction Manager will oversee multiple construction projects from planning through close-out, ensuring compliance with contracts, technical specifications, and regulatory requirements (HCD, HUD, and County policies). Responsibilities include managing consultants and contractors, reviewing contract documents and budgets, preparing project evaluations and scopes of work, and coordinating bidding, procurement, and compliance processes. The role requires conducting site visits and community meetings; project reviews, monitoring schedules, and approving invoices, change orders, and payments. The Construction Manager will also ensure timely project completion, proper close-out, and contractor evaluations, with preferred knowledge of building recertification and construction permit processes.
Pursuant to the authority in Chapter 8B of the Code of Miami-Dade County, when there is a declared state of emergency issued for any portion of Miami-Dade County, all employees of HCD will be required to adhere to directives from the Mayor or the Mayors designee to report to work and perform all duties assigned during a declared state of emergency.
