We provide full-service A/E design and support services across the entire lifecycle of our clients' facilities and assist our clients to reach their capital improvement goals.Project Manager Position OverviewThe Project Manager (PM) will play an onsite role supporting VA's EHRM Infrastructure Upgrades project at the Bath Veterans Affairs Medical Center (Bath VAMC), located at 76 Veterans Ave, Bath, NY 14810. This position is well suited for an experienced construction project manager who is comfortable coordinating federal healthcare work, monitoring schedule and budget performance, tracking risks and action items, supporting meetings, maintaining project documentation, and preparing required VA reporting for COR review.The PM works in a contractor support role under COR coordination and does not perform inherently governmental functions, accept or reject work, authorize changes, supervise Government personnel, or assume responsibilities assigned to the A/E, construction contractor, Contracting Officer, or COR.Project Manager Key ResponsibilitiesProject Coordination & Stakeholder ManagementCoordinate with VA stakeholders, PCAC, VISN 2, Finger Lakes Healthcare System, Bath VAMC, A/E representatives, the construction contractor, and project team membersFacilitate communication, help resolve coordination issues, clarify project requirements, and maintain project momentumKeep the COR informed of project status, risks, disputes, and required Government actionsPrepare for and support progress meetings, project reviews, and action item follow-upSchedule, Budget & Risk ManagementMonitor schedules and recommend adjustments for slippages, critical path issues, phasing, and milestone risksMonitor financial data, budget tracking, obligations, payments, balances, and planned expendituresReview cost proposals, support change documentation, and assist with cost estimate analysisCompare progress against schedules, budgets, and payment applications to support COR reviewIdentify risks, recommend mitigation, and support claims/dispute analysis when requestedQuality, Testing & Commissioning SupportSupport QA, safety, schedule, cost, change, and information management processesTrack required tests and inspections against specifications and schedule requirementsCoordinate inspection and testing matters with the General Contractor, testing agencies, and VA stakeholdersSupport commissioning with the Commissioning Agent and General ContractorDocument Control & ReportingMaintain project records, correspondence, meeting documentation, construction administration files, and as-built information as directed by the CORPrepare and maintain project management documentation, including communication, schedule management, quality assurance, and risk management materials, in accordance with contract requirements and COR directionUpdate Project Tracking Reports bi-weekly and at least 24 hours before recurring status meetings with current comments, obligations, dates, contract information, and statusUse Autodesk Build/Autodesk Construction Cloud as the official project communication and collaboration platform for RFIs, submittals, schedules, shutdown requests, action items, reports, testing, safety inspections, photos, and site surveysSupport EHRM project package documentation, including SOW/PWS, RFP, and cost estimate materials when applicableMaintain electronic filing and project data in VA-required systems; submit records per COR directionProvide the COR a monthly breakdown of hours spent on the assigned projectProject Manager Required DeliverablesProject management documentation required by the contract or COR, including communication, schedule management, quality assurance, and risk management componentsMeeting support materials, including agendas, minutes, action items, and follow-up items for Government review, when requestedConsolidated weekly reports to the COR on completed workProject Tracking Report updates completed bi-weekly and at least 24 hours before recurring status meetingsSchedule reviews submitted electronically within nine calendar days of notification, identifying G/C activities, activity relationships, master schedule updates/revisions, changes from original scheduling, and completion of the Integrated Master Schedule linking G/C schedule activities with hospital construction activitiesCost estimate reports, cost proposal reviews, and budget tracking support submitted electronically within 24 hours upon completion and provided to the COR within nine calendar days of notification, or within other COR-directed contract timeframesIssue resolution records, risk documentation, claims/dispute support, and corrective-action recommendationsEHRM project package support documentation when requested by the CORDaily inspection logs documenting project activities and events affecting constructionMonthly project-hours breakdown provided to the CORProject Manager QualificationsRequired Experience and Technical CompetenciesCandidates should bring directly related facility construction project management experience, including engineering/design coordination, construction supervision, schedule control, cost management, program budgeting, and overall project management activities; at least 7 years of related experience is preferred by HFSAbility to read and interpret construction documents and communicate effectively with construction project team membersWorking knowledge of construction administration, project controls, budgeting, scheduling, change management, and risk managementAbility to facilitate meetings, document decisions, track action items, and coordinate across project stakeholdersAbility to assess scope, schedule, cost, and level-of-effort impacts and recommend corrective actionsAbility to prepare clear reports, plans, schedules, cost summaries, and written recommendationsStandards, Credentials, and TrainingFamiliarity with VA project delivery, VA Technical Information Library standards, healthcare coordination, OSHA requirements, and project controls practicesAbility to obtain and maintain required VA access credentials, including PIV/visitor badge requirements, favorable NACI background check, and required VA trainingAbility to request access to and use the VISN 2 Autodesk Build/Autodesk Construction Cloud platform and complete required ProductivityNOW training within required contract timeframesComplete OSHA 30-hour safety training within 60 days of construction NTP and complete required VA access, privacy, cyber security, and Autodesk Build/ACC training within required contract timeframesS.
