Construction Manager (Network Construction – Small Cell / Node)

Location: Phoenix, AZ (Hybrid: 60% Office / 40% Field)
Travel: Up to 40% (including potential travel to NV and NM)
Pay Rate: $42/hr


Position Overview

Crown Castle is seeking an experienced Network Construction Project Manager with strong Small Cell/Node and OSP construction expertise. This hybrid role includes managing multiple construction projects simultaneously, developing work packages, coordinating vendors, overseeing field activities, and ensuring projects are delivered on time, on budget, and in alignment with operational standards.

The Construction Manager will collaborate closely with Engineering, Permitting, Regulatory, Operations, Project Delivery, and external vendors to proactively identify issues, maintain communication, and drive successful project execution.


Work Schedule

  • Hours: Monday–Friday, 7:30 AM – 4:30 PM AZ time

  • Hybrid: 60% office / 40% field

  • Must be able to work any combination of office and field days during the week.

Key Responsibilities

  • Create and issue vendor work packages for fiber and small cell deployments.

  • Coordinate construction schedules and maintain communication with vendors, inspectors, and cross-functional teams.

  • Identify, troubleshoot, and resolve issues arising during construction and installation.

  • Ensure projects meet timelines, budget targets, safety standards, and quality metrics (On-Time Install %, fiber complete, small cell LCD, vendor/vehicle safety, etc.).

  • Collect, analyze, and report project data; maintain accurate records and documentation.

  • Manage administrative project tasks including purchase orders (POs), invoicing, forecasting, and milestone tracking.

  • Develop and deliver progress reports, variance reporting, and ad hoc project updates.

  • Oversee close-out packages, service delivery processes, and internal tool updates.


Required Skills & Technical Expertise

Primary experience should include:

  • Small Cell and Node construction management

  • Fiber construction and design (bore, trench, aerial placement, leased duct)

  • Power construction and installation for nodes (foundations, poles, power, RF components)

  • Ability to manage multiple concurrent projects

  • Strong cross-functional communication (Engineering, Regulatory, Operations, Project Delivery)

  • Understanding of metered power processes for small cell sites

  • Vendor and construction crew oversight

  • Knowledge of 811 utility locate processes and safe subsurface construction practices

  • Proficiency in Excel and SmartSheets


Role Expectations

  • Coordinate internal and external resources to meet construction schedules.

  • Monitor KPIs related to small cell deployments and overall network build progress.

  • Maintain clear, concise communication to stakeholders and escalate risks before they become critical.

  • Support Network Construction team with operational and administrative tasks such as tracking deliverables, date management, PO management, invoicing reconciliations, and producing weekly reports.


Education & Certifications

  • High School Diploma required

  • Valid driver's license required

  • OSHA 10 preferred


Experience Requirements

  • Minimum 3 years of telecommunications/wireless construction experience

  • Working knowledge of OSP construction techniques (aerial & underground)

  • Experience in Small Cell Construction and Node design

  • Familiarity with OTDR, PIM, and Sweep test equipment and procedures

  • General knowledge of NESC, NEC, and OSHA standards

  • Strong budgeting and financial tracking capability

  • Ability to interpret and manage construction drawings

  • Ability to identify workflow issues, determine critical paths, and implement corrective actions

  • Strong customer service orientation and problem-solving abilities

  • Proficiency with MS Office suite, SmartSheets, and Excel


Working Conditions

  • 40% field work: Exposure to construction sites, heavy equipment, outdoor environmental conditions

  • 60% office work: Standard office environment
