We provide full-service A/E design and support services across the entire lifecycle of our clients' facilities and assist our clients to reach their capital improvement goalsThis opportunity is contingent upon award.Position OverviewThe Construction Manager (CM) provides full-time onsite construction management support for the EHRM Infrastructure Upgrades – Montrose NY project at the Hudson Valley Health Care System FDR Veterans Affairs Medical Center, 2094 Albany Post Road, Montrose, NY 10548. The CM supports the COR by monitoring field progress, coordinating submittals and RFIs, tracking schedules and long-lead items, supporting inspections and commissioning, maintaining project records, and documenting compliance with VA standards, project specifications, and contract requirements.The CM provides contractor support only and will not perform inherently governmental functions, accept or reject work, authorize changes, approve RFIs or submittals, supervise Government personnel, or direct construction means and methods.Key ResponsibilitiesConstruction OversightPerform routine onsite inspections as construction proceeds and prepare daily inspection reportsIdentify work that does not conform to contract documents and notify the COR for determination and directionTrack defects, omissions, corrective actions, and safety or environmental issues requiring correctionMonitor compliance with OSHA requirements, VA policies, and applicable healthcare facility standardsTrack required tests and inspections and coordinate with independent testing agencies/laboratories, as applicableSubmittal & RFI ManagementSupport establishment and maintenance of the submittal review process, submittal register, and timely stakeholder reviewsReview submittals for consistency with specifications, VA standards, codes, and Montrose VAMC requirementsTrack long-lead items and document schedule impacts for communication to the CORCoordinate RFIs and responses without assuming final Government approval authorityMaintain electronic correspondence, filing, and project records in VA-required construction management systemsSchedule & Cost MonitoringMonitor construction schedules against the approved baseline and current progress; identify slippages and recommend corrective actions to the CORTrack milestones, phasing requirements, workflow, material deliveries, inspection dates, and testing datesSupport change documentation, cost proposal review, issue tracking, and claims/dispute support when requestedCompare work completed against payment applications and provide observations to support COR reviewAssist with cost estimate reviews and notify the COR when observed cost, schedule, or scope issues may affect project performanceCommissioning & CloseoutSupport the Commissioning Agent and General Contractor during commissioning activitiesMaintain marked-up plans and verify that as-built records and contractor redlines reflect field changesReview O&M data, closeout submittals, turnover information, and related construction closeout documentationSupport field investigations, surveys, relocation coordination, owner-furnished equipment coordination, and other VA-directed construction supportRequired DeliverablesDaily inspection reports documenting work area, phase, observed tasks, percent complete, defects, corrective actions, and safety/environmental issuesWeekly summaries and meeting documentation, including agenda support, minutes, action items, and follow-up on Government actionsSubmittal review documentation with recommendations, justifications, and progress schedule annotationsSchedule reviews identifying activity relationships, updates, delays, missing activities, and illogical sequencingDefect and omission lists, observation reports, modification narratives, sketches, and drawings as requiredAs-built verification and closeout support records submitted electronically per COR directionCost estimate review support and project issue documentation when requested by the CORQualificationsRequired Experience and Technical CompetenciesMinimum seven (7) years of experience in management of facility construction projects, including supervision of engineering, design and construction, schedule control, cost management, program budgeting, and overall project management activitiesWorking knowledge of construction practices, site operations, materials, installation methods, building sequencing, and active healthcare construction environmentsAbility to inspect materials, workmanship, and building system installations and identify deficiencies against approved construction documentsAbility to interpret and coordinate architectural/engineering plans, specifications, shop drawings, working drawings, schedules, contracts, work letters, charters, surveys, and related project documentsAbility to evaluate building systems and field conditions against scope, specifications, VA standards, and project requirementsAbility to support quality assurance, safety, time, cost, change, and information management across assigned disciplinesAbility to communicate clearly, prepare complete field documentation, and coordinate with VA, A/E, contractor, and stakeholder representativesStandards, Credentials, and TrainingFamiliarity with OSHA safety requirements, VA safety practices, VA Technical Information Library standards, Joint Commission requirements, and healthcare coordination requirementsAbility to obtain and maintain required VA access credentials, including PIV/visitor badge requirements, favorable NACI background check, and required VA trainingComplete OSHA 30-hour safety training, VA Cyber Security Awareness, and VA Privacy Awareness training within required timeframesS. Citizenship required; foreign nationals are prohibited from performing work under this contractPreferred QualificationsBachelor's degree in construction management, engineering, or architecture from an accredited university preferred; educational requirements may be substituted by ten (10) years of directly related experience when acceptable to the GovernmentProvide three projects of similar scale and difficulty where the individual held a similar CM roleWork ConditionsFull-time onsite support at Hudson Valley Health Care System FDR Veterans Affairs Medical Center, 2094 Albany Post Road, Montrose, NY 10548.Estimated maximum 40 hours per week, including nights, weekends, or after-hours support as project conditions require; federal holidays are not normal workdays unless authorized.Base year plus one option year anticipated, aligned to the 730-calendar-day construction period of performance.The Government will provide a workstation and Government-furnished equipment, including computer, monitor, keyboard, and mouse, for use during the task order.All CM duties shall be performed in accordance with VA direction, COR coordination, applicable standards, and contract requirements.HFS Company is an Equal Opportunity Employer.
