Job Summary
APTIM Federal Services LLC is seeking an experienced and ambitious Construction Manager to lead field execution on a high-profile and technically demanding construction project. This position requires in-depth experience in pipeline construction, utility avoidance, trenching, backfilling, asphalt, and concrete placement, as well as strong leadership skills and the ability to coordinate complex work in compliance with APTIM standards, federal requirements, and regulatory oversight from agencies such as the Navy, USACE, EPA, local municipalities, and state authorities.
The Construction Manager serves as the on-site lead responsible for daily field operations, including planning, supervision, safety, schedule adherence, cost control, subcontractor management, and ensuring all work meets project specifications and quality standards. This role is essential to the successful and timely completion of the project.
Responsible for the satisfactory conduct of construction operations and task accomplishment in an economical, efficient, and timely manner on a project. Monitors craft performance relative to budget, schedules, and deadlines. Implements and enforces work rules. Prepares and reviews plans, specifications, and drawings, and schedules to coordinate work phases and work priorities. Leads daily construction fieldcrew meetings and works closely with residential and commercial businesses to keep them informed and updated when working in these areas. Recommends solutions to construction engineering and architectural discrepancies if necessary. Provides daily coordination with project teams, government representatives, and stakeholders as required.
General Responsibilities
Has a complete understanding of the Contract and the as-sold scope of work and budget and communicates them to the project team. Plans, organizes, coordinates, and controls the field crews in accordance with APTIMs established policies, procedures, systems, and requirements. Provides leadership direction and coordination for all project team members.
Establishes and monitors project safety and quality programs. Through active risk management, protects the Company from unnecessary risks. Ensures that the project meets or exceeds financial and cash management goals. Ensures that potential project scope, schedule, or budget changes are immediately identified and addressed.
Supervises daily activities of project personnel, including technical and administrative support, and ensures that deliverables are produced on schedule and within budget. Develops project review materials and financial forecasting, working with Project Controls. Provides project staffing needs forecasting to Resource Management.
Represents the project and the company to clients and maintains client relationships. Organizes work to meet deadlines set by others. Facilitates efficient use of personnel and equipment. Builds project team effectiveness and collaboration.
Managing scope of work by identification of change conditions or work outside of scope. Advises PM & BL Managers of issues and upset conditions. Supports the proposal process upon request.
Managing field work within the construction budget. Understanding the Project Metrics -- expected production rates and productivity for each activity. Understands daily burn rates in dollars, budgeted vs. actual.
Subcontract/Vendor Management
Submittals and reporting requirements.
Basic Qualifications
Must have a minimum of 10 years of construction management experience, including at least 5 years overseeing pipeline construction. Managing pipeline construction in or around Long Island is preferred. Typically manages fixed-price projects, programs with values up to $10M, and cost-reimbursable projects, programs with values up to $25M.
Prefer a bachelors degree or professional registration/certification. 40 Hr. HAZWOPER with current refreshers. First aid, CPR, USACE CQM Training for Federal, OSHA 30 Hr. Construction Training. Familiar with EM 385-1-1. Computer program skill sets, Office ADOBE, etc. Strong Verbal & Written Skills.
Oversee a craft labor force of 25.

As of the date of this posting, a good faith estimate of the current pay range for this position is $85,000 - $130,000 per year. Compensation depends on several factors, including experience, education, key skills, geographic location of the position, client requirements, external market competitiveness, and internal equity among other employees within APTIM.
