Position Summary
* Lead capital improvement programs and complex infrastructure projects from planning through closeout
* Serve as owner representative ensuring projects are delivered on time, on budget, and in compliance
Key Responsibilities
* Develop and manage multi year capital plans and funding profiles
* Prepare and oversee detailed project budgets and cost controls
* Act as primary liaison between executive leadership, public stakeholders, consultants, and contractors
* Oversee procurement, contractor selection, and contract administration in public sector environments
* Manage scope, schedule, cost, risk, and quality across multiple concurrent projects
* Provide executive level reporting on financial performance and program status
* Ensure regulatory, safety, and contractual compliance
* Support long term capital strategy and portfolio prioritization
* Mentor and guide project managers and technical staff
Qualifications
* Bachelor's degree in Engineering, Construction Management, or related field required
* Master's degree preferred
* 15 to 20 plus years of progressive capital program or infrastructure leadership experience
* Demonstrated municipal or public sector capital improvement program experience
* Experience managing projects or portfolios valued at 60M plus
* Strong knowledge of delivery methods including design bid build, CMAR, CM agency, and design build
* Proven budgeting, financial oversight, and executive reporting capability
* Professional Engineer license preferred
* PgMP, CCM, or LEED credentials strongly preferred
* Strong executive presence and stakeholder communication skills
