The Program Manager will provide Program Management services in support of the Enhanced Use Lease (EUL) Program at Joint Base Pearl Harbor-Hickam (JBPHH). The selected candidate will support the Resident Officer in Charge of Construction (ROICC), Public Works (PW8), and Government leadership by providing technical, programmatic, and management support throughout project planning and execution.

Key responsibilities include:

  • Use initiative, resourcefulness, and sound judgment when providing advice to the Government on quality assurance matters requiring knowledge of construction methods and practices.
  • Provide technical and programmatic support to Government leadership, the ROICC, and PW8 planning, programming, and execution efforts.
  • Assist in maintaining and reviewing the Integrated Master Schedule (IMS) to ensure environmental mitigation, logistical support, collateral equipment, workforce availability, funding availability, and project interdependencies are appropriately incorporated into project schedules and Work Breakdown Structures.
  • Identify and assist in resolving issues, conflicts, critical path activities, and schedule risks that could adversely impact project cost, schedule, or quality objectives.
  • Review program and project requirements and provide written analyses, comments, and recommendations that proactively identify potential issues, conflicts, and risks affecting project execution. Reviews shall be performed monthly or as otherwise directed by the Government.
  • Provide recommendations regarding project schedule, cost, risk, logistics, acquisition, quality, communications, and project integration to support successful program execution. 
  • Provide technical advice to Government leadership to strengthen project management processes across the ten Project Management Knowledge Areas, including Integration, Scope, Schedule, Cost, Quality, Resource Management, Communications, Risk, Procurement, and Stakeholder Management. 
  • Participate in Government meetings, conferences, briefings, and workshops, including but not limited to: o Conception Development Conferences o Scenario Development Workshops o Technical Working Groups (TWGs) o Interim Progress Reviews (IPRs) o Integrated Product Teams (IPTs) o Operational Planning Teams (OPTs) o Initial, Midterm, and Final Planning Conferences o Functional Execution Groups (FEGs) o Functional Analysis Concept Development (FACD) o Project Charrettes 
  • Provide recommendations to resolve concerns identified during meetings, conferences, briefings, and workshops. 
  • Assist in developing Plans of Action and Milestones (POA&Ms) and prepare written Courses of Action (COAs). 
  • Review action plans, briefing materials, reports, and supporting documentation, providing written comments and recommendations. 
  • Identify, document, track, and monitor issues through resolution, adjudication, or transfer to the appropriate Government representative. 
  • Review and analyze the Integrated Master Schedule (IMS) to support program scheduling efforts, identify project risks, deconflict schedule issues where possible, and recommend modifications to project sequencing. 
  • Provide written review comments and recommendations on a monthly basis, or as otherwise requested by the Government. 
  • Provide feedback to the ROICC/PW8 and Government leadership regarding pending contract awards and target award dates, evaluating their feasibility based on construction progress, site conditions, and potential schedule impacts, while recommending mitigation strategies as appropriate. · Participate in meetings, conferences, and briefings by conducting research, collecting supporting data, preparing presentation materials, and documenting meeting minutes that summarize discussions, decisions, risks, action items, and follow-up requirements. Meeting minutes shall be submitted no later than the following business day. 
  • Perform other related program management duties as assigned in support of the Enhanced Use Lease (EUL) Program.

Minimum Requirements:

  • Bachelor's degree (minimum four-year degree) from an accredited college or university in Architecture, Engineering, or a closely related field.
  • Minimum of five (5) years of Program Management experience performing duties comparable to those described in this position.
  • Current U.S. Professional Engineer (PE) or Registered Architect (RA) license is required.
  • Demonstrated ability to independently develop innovative, technically sound solutions to complex problems that are not addressed through standard or predefined processes.
  • Demonstrated experience providing technical guidance and consultation to Department of the Navy leadership on construction management activities, including complex logistics, project integration, safety considerations, and changing site conditions. 
  • Thorough knowledge of construction concepts, principles, practices, and methods applicable to multi-disciplinary engineering and construction projects. · Strong understanding of construction management principles, project execution, and supervision of construction operations. 
  • Excellent written and verbal communication skills with the ability to prepare technical reports, present recommendations, and communicate effectively with Government personnel. 
  • A valid driver's license issued by a U.S. state or territory. 
  • U.S. citizenship (native-born or naturalized) and be eligible to meet all Government access requirements.
