Job Title: Construction Project Coordinator 3
Location: Tumwater, WA

Washington State Parks and Recreation is currently looking to fill a Construction Project Coordinator 3 (CPC3) position for our Parks Development Division located in Lacey, Washington. As a CPC3, your primary responsibilities include managing consultants through the design and construction phases of capital improvement projects. This critical role requires an experienced construction project coordinator with good communication skills and a working knowledge of the theories, principles, and practices of architectural & engineering design, project management, ADA construction compliance, and construction for projects ranging from $250,000 to $5,000,000+. About the position:
This position reports to a professional engineer (Environmental Engineer 5} in the Scoping Team and directly supports the mission by providing project management services for proposed future capital projects. Coordinate, direct, and review the development of contract documents, reports and studies by Architecture and Engineering (A&E) firms for park construction projects. Provide construction management services and/or manage A&E construction management services for park construction projects. Develop cost estimates and cost analysis required for capital budget development and project costs.

Telework
This position offers hybrid telework flexibility, though frequent on-site attendance is required to meet business needs. The default assigned work location of all Parks positions - both on-site and telework eligible positions - is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. Parks may choose, but are not required, to support out-of-state telework on a case-by-case basis.
Duties
Some of what you will do:
Responsible for all facets of capital project consultant management functions.
Oversight of planning, design and permitting for various capital park construction projects including:
Solicit, develop and negotiate AE agreements, personal service contracts, emergency contracts, and interagency agreements.
Administer AE agreements, personal service contracts, emergency contracts, and interagency agreements.
Serve as the project representative with consultants, other contracted professionals and internal staff.
Work with external regulators and interested entities in determining the best methods for resolving development and permitting issues related to capital projects.
Provide construction management services for capital construction projects to ensure compliance with contract documents including:
Bidding support and award evaluation services.
Administer AE construction management services.
Perform construction management services.
Perform Contract dispute resolution, change order negotiation and preparation.
Coordinate with park staff and others during construction.
Develop written reports addressing progress and compliance issues.
Travel to park construction sights.
Develop capital budget submittals, including scopes of work, project cost estimates, and assist in the development of operational impacts for proposed capital projects.

Core Competencies:
Capital Project Oversight: Proven ability to manage full life-cycle capital construction. Includes planning, design, scheduling, permitting, and construction closeout.
Construction Management: Provide construction management services and/or manage A&E construction management services for park construction projects.
Technical Credibility: Ability to review complex civil construction drawings, specifications, and environmental or zoning constraints (e.g., critical areas ordinances).
Budgeting & Cost Estimation: Ability to develop capital budget submittals, forecast project costs, and evaluate operational impacts.
Stakeholder Management: Skill in representing the agency while coordinating with internal staff, consultants, elected officials, and the public.
Communication & Reporting: Exceptional written and verbal communication skills. Must be able to write clear, objective progress/compliance reports and communicate technical issues to non-technical audiences.
The Ability to take Action to Learn and Grow -Considering and incorporating new information and different perspectives. Practicing self-awareness by reflecting on personal strengths, growth areas, and biases. Taking responsibility for learning and adapting, rather than relying on others to fill gaps.

Working conditions:
Monday- Friday 8:00am - 5:00pm hybrid remote or flextime as agreed by the supervisor. This position requires you to travel up to 20% as needed to accomplish assignments, occasional overnight travel may be required. The work environment is 85% inside and 15% outside but may vary upon tasks assigned. Field work may include rough terrain and enclosed spaces.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
