Role Overview:
The Construction Project Engineer is responsible for contract management of the districts construction projects. You will work with designers, project managers, and agency leaders while providing on-site support of project scope, payments, construction methods and equipment, project progress, scheduling, and contractor forecasts. Additionally, you will manage a team of highway technicians (inspectors), helping to mentor and train them in testing materials and inspecting best practices while issuing feedback on performance. As part of INDOTs construction division, you have the ability to be a part of various complex projects, providing value in the service provided as quality assurance for all taxpayers in Indiana.

This position is with INDOT's Crawfordsville District.
Salary:
This position traditionally starts at an annual salary of $75,010.00. Salary for this position may be commensurate with education and job experience.
Construction Engineer:
Professional engineering license is not required for this position. Candidates who have an Engineering degree but do not hold a professional license may be hired at a lower minimum salary and will then be eligible for promotional increases upon achieving milestones, including passing the EIT exam, years of experience, and obtaining their professional engineering license.
A Day in the Life:
The essential elements of the job duties:
- Delegate and coordinate work assignments for construction technicians and surveyors.
- Coordinate the sampling and testing of aggregates, steel, asphalt, soils and all other materials.
- Make recommendations to management related to change order.
- Respond to inquiries from local public officials, news organizations and other interested parties.
- Ensure that both INDOT and contractor employees are performing work in a safe manner in compliance with OSHA and other applicable standards, and reports deficiencies to appropriate office.
- Maintain all files related to project in an orderly and usable manner.
- Supervise preparation of final construction records, examines and approves contractor requests for payment.
- Attend preconstruction and partnering meetings as INDOT representative.
- Meet with affected property owners in the project area and works to resolve access restriction issues, drainage problems and other issues that may arise during construction.
- Prepare and maintain daily project records and files, and oversees the work of technicians doing the same, including daily reports of materials placed, locations of work, work interruptions, contractor workforce size and composition, test results, and any other related information.
- Prepare simple field drawings or sketches as necessary to implement and document minor changes to project specifications.
- Prepare and submit a wide variety of documentation to the Final Review Office, and coordinates with the Final Review Office in the project closure process, answering questions and doing research as requested.
- Teach certified technician classes and assist students in preparation for examinations.
- Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
- Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What Youll Need for Success:
Individuals in this role should minimally be able to articulate or demonstrate the following:
- Must possess a valid Driver's License.
- Be willing to travel with reasonable accommodation.
- Considerable knowledge in computer software programs.
- Broad knowledge in construction material sampling and testing standards and Federal, State, and Departmental established test procedures and standards pertaining to materials.
- Skill in operation, calibration and maintenance of materials testing/sampling equipment.
- Limited knowledge of the American Association of State Highway and Transportation Officials (AASHTO), American Society for Testing and Materials (ASTM), Indiana Traffic Management (ITM) and INDOT specifications.
- Ability to define problems, collect data, establish facts and draw valid conclusions.
- Ability to maintain and complete accurate and concise reports.
- Specialized knowledge of, and ability to apply, a variety of Federal, State, and local guidelines, manuals and regulations for purposes of construction inspection for compliance with standards.
- Ability to read and interpret highway and bridge plans and to identify errors and omissions.
- Ability to delegate work, set clear direction, and manage workflow.
- Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.
- Registered Professional Engineers license in Indiana required; exceptions may be considered for candidates holding an Engineer-in-Training (EIT) or Fundamentals of Engineering (FE) certification who are actively pursuing PE licensure in Indiana, provided they are applying for a lower-level classification.
- Working towards becoming a licensed Professional Engineer in Indiana.
- Graduation in an approved engineering curriculum of four (4) years and a year of professional experience in engineering, civil engineering, transportation research, or a closely related field, with demonstrated ability to apply the required knowledge, skills, and competencies in a similar role.
