Position Overview

We are seeking an experienced Construction Project Engineer to support construction contracts administered through a Resident Office in South Dakota. This role is responsible for coordinating technical, quality, and administrative aspects of assigned construction projects while ensuring compliance with contract requirements, plans, and specifications.

The ideal candidate will be capable of performing routine project engineering tasks independently while collaborating closely with project leadership, contractors, and stakeholders to ensure successful project delivery.


Key Responsibilities

  • Serve as Project Engineer on assigned construction contracts administered by the Resident Office.
  • Perform routine project engineering tasks independently and escalate complex issues to supervisory staff as needed.
  • Participate in all phases of the contract modification process.
  • Consult with customer representatives, cost-sharing partners, and project managers to communicate project progress, resolve issues, and address potential delays.
  • Arrange and conduct pre-work meetings and participate in coordination, preparatory phase, and safety meetings.
  • Review and thoroughly analyze project plans and specifications to understand construction requirements and design criteria.
  • Recommend improvements or changes to plans and specifications based on deficiencies, differing site conditions, or user requests, and provide lessons learned feedback to design teams.
  • Prepare scopes of work for Requests for Proposals (RFPs), assist with government estimates, and review contractor proposals.
  • Develop and implement Quality Assurance (QA) Plans in accordance with applicable regulations.
  • Support onsite Quality Assurance Representatives (QAR) with construction quality, safety, and coordination activities.
  • Conduct periodic inspections to verify contractor compliance with plans, specifications, and contractual requirements.
  • Monitor project schedules and construction progress; advise the Resident Engineer of potential delays or risks.
  • Maintain and update project status information within RMS, including milestone events and potential issues.
  • Review contractor technical submittals, including schedules, environmental plans, safety programs, quality control documentation, certifications, and shop drawings.
  • Prepare correspondence related to contractor performance, Requests for Information (RFIs), and technical matters.
  • Assist in evaluating contractor disputes and claims and provide recommendations for resolution.
  • Prepare partial and final payment estimates, including quantity measurements, materials verification, and completion percentages for lump sum items.

Required Qualifications

  • Minimum five (5) years of relevant construction project engineering experience meeting the position description requirements.
  • Strong knowledge of construction management practices, contract administration, and project coordination.
  • Experience reviewing construction drawings, specifications, and technical submittals.
  • Familiarity with quality assurance processes and construction safety standards.
  • Experience supporting contract modifications, estimates, and proposal reviews.
  • Ability to manage multiple project priorities and communicate effectively with diverse stakeholders.
  • Strong written and verbal communication skills.

Preferred Qualifications

  • Experience working with government or federally administered construction projects.
  • Familiarity with RMS (Resident Management System) or similar project tracking systems.
  • Background supporting quality assurance or field construction inspection activities.
