Job Announcement
Join the Fairfax County Park Authority (FCPA) and our nationally recognized team of professionals! This position works as a part of the Park Development Division as a member of a team that is responsible for one of the most highly regarded park systems in the country. As the county's largest landowner, we acquire, design, construct, and maintain more than 425 parks, 23,000 acres of parkland, nine Rec Centers, eight golf courses, three lakefront parks, historic properties, and more. FCPA is an exciting organization to be a part of and there are many opportunities for staff to make a difference at every level.
Under the guidance and general direction of the Project Coordinator, serves as a senior level project/construction manager and technical expert in planning and implementing capital improvement projects as well as capital renewal, non-capital projects, and construction activities on FCPA parkland, historic properties, and other recreational facilities. Specifically, provides senior level project management and is responsible for the overall development and independently manages large scale, highly complex and/or sensitive capital and non-capital park projects which involve multiple agencies, community stakeholders, and project-based matrix organization teams, with most projects being performed in or around occupied spaces and actively used parks. Ensures the completion of projects assigned are consistent with quality of the FCPA and industry standards, as well as ensuring projects are financially and operationally viable and completed in a cost-efficient manner. Brings projects to completion on time, within budget and scope; and performing related duties as required. Performs/processes work assignments and coordinate all phases of FCPA capital improvement projects from scoping, design oversight, permitting, bidding, and contract award, with an emphasis on construction contract management. Project types include but are not limited to Rec Center and other building renovations/additions, golf facilities, maintenance facilities, MEP and life safety systems work, conveyance systems, energy and sustainability, historic restorations, athletic fields, and new park development. Provides oversight on construction projects in the field and requires above average experience managing schedules and budgets, negotiating change orders, and making decisions in the field.
This position requires proficiency in verbal and written communications. Multiple positions may be filled through this advertisement and interview process for the FCPA Park Development Division.
Illustrative Duties

- Coordinates and manages multi-discipline architectural and engineering (A/E) projects of ranging complexity, type and scope for facilities renovation, maintenance, stormwater facilities, transportation facilities, and other County projects from inception, design, award, construction, and through the warranty period;
- Prepares solicitations for services and directs the consultant selection process;
- Functions as project team leader and coordinates completion schedules with multiple contractors and/or vendors;
- Plans, monitors, and coordinates work performed by construction or maintenance contractors;
- Ensures that all contracts and on-site processes and work are in compliance with Federal, State and County codes;
- Develops requests for proposals, scopes of services, bid packages, contracts, amendments and other documents for the selection and contracting of consultant services;
- Provides quality control to ensure construction process achieves the required goals and meet project specifications;
- Reviews work in progress for cost and compatibility with County standards, operational needs, and regulatory/permit compliance;
- Ensures that necessary field inspections are conducted to verify compliance with applicable code requirements of the Virginia Uniform Statewide Building Code, with the Public Facilities Manual, Erosion and Sediment Control Standards, as well as other Commonwealth laws and regulations relating to construction projects;
- Facilitates and conducts meetings with public groups, citizens, and other stakeholders to gain support for projects, explain issues and resolve conflicts;
- Ensures clear and thorough communication with public and/or involved parties on all aspects of projects;
- Prepares and presents reports to citizen groups, boards, and commissions;
- Attends meetings and conferences.
Required Knowledge Skills and Abilities

- Knowledge of common methods and equipment used in building, maintenance, and facility construction and of inspection methods used in reviewing such work;

- Knowledge of the principles, practices and techniques relating to construction project management and contract administration;

- Ability to negotiate contracts and amendments;
- Ability to enforce contractual specifications;

- Ability to review construction documents and proposals for cost evaluation and compatibility with County standards, guides, and operational needs;
- Ability to work effectively with construction contractors, design professionals, engineers, code enforcement and zoning personnel;

- Ability to communicate and interact effectively with the public, senior County and State officials and citizen groups;
- Ability to coordinate, conduct and facilitate meetings with public groups, citizens, and other project stakeholders;

Graduation from a four-year college or university with a bachelors degree in Civil Engineering, Landscape Architecture, Environmental or Life Sciences, Construction Management, Business Administration, Facilities Management or related; Plus, five years of experience in the management of large and complex construction or maintenance projects related to the assigned program area to include two years managing multi-disciplinary teams with multiple contractors.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- Hands-on experience managing construction and design development contracts including but not limited to procurement requirements, oversight of design documents development, managing bid processes, permitting, construction management, and project close out;
- Five or more years demonstrated history as the lead project manager directly responsible and accountable for successfully completing projects that required compliance with Section 106 of the National Historic Preservation Act of 1966 (NHPA), for the Preservation, Rehabilitation, Restoration and Reconstruction of Historic Buildings;
- Five or more years demonstrated history as the lead project manager directly responsible and accountable for the design oversight and construction for the replacement of full commercial building systems in occupied buildings;
- Five or more years demonstrated history in the full performance responsibility for a portfolio of complex commercial building systems replacement projects in occupied commercial facilities including but not limited to: development of contracts, authoring scope of work, financial oversight, submittal approval, RFI responses, construction quality, safety performance, oversight of quality metrics and quality performance, contractor selection and oversight, oversight of project documentation and project schedule, and risk mitigation;
- Experience making presentations to management, boards, elected officials, and community groups on the design and construction of capital improvement projects;
- Strong verbal and written communication and negotiation skills required;
- Experience with project management software, construction document and cost control systems, and/or GIS-based tools/applications.
- Possession of Certified Construction Manager (CCM) certification by Construction Management Association of America (CMAA)
- Possession of Professional Engineer (PE) License.
PHYSICAL REQUIREMENTS:
Ability to drive county vehicles to various locations throughout Fairfax County to attend meetings. Ability to traverse unimproved natural terrain, construction site, stamina to walk for long distances, bending kneeling and ability to climb steps. Employee may be required to lift up to 20 pounds. May be required to walk for extended periods of time during public or community events. Work is generally sedentary but may require extended periods of standing.
