Construction Project Manager – Federal Projects

Columbia, SC | Full-Time | New Growth Position

Our client, a growing Southeast-based general contractor, is expanding their federal project portfolio and creating a new Construction Project Manager role. This isn't a backfill—it's real growth. You'll manage government construction projects from award through closeout, working with Contracting Officers and subcontractors to deliver on time, on budget, and in full compliance. If you know federal contracting inside out, this is the role.

What You'll Actually Do

  • Own federal projects from award through final closeout: budgets, schedules, quality, compliance
  • Be the go-to person for Contracting Officers, Contracting Officer Representatives, and government QA teams
  • Prepare submittals, RFIs, schedules of values, pay applications, and all project documentation per federal contract requirements
  • Navigate FAR, Davis-Bacon prevailing wage, certified payroll, and Buy American provisions—you know this landscape
  • Oversee quality control programs aligned with USACE and NAVFAC standards, including three-phase review processes
  • Manage site safety under EM 385-1-1 and OSHA standards
  • Negotiate and manage subcontracts and purchase orders
  • Lead project meetings, manage change orders and modifications (REAs), maintain accurate daily reporting
  • Handle project financials: cost forecasting, billing, monthly projections
  • Support estimating and preconstruction on federal pursuits as the team pursues new work

Who You Are

  • 5+ years of commercial construction PM experience, including at least 2 years managing federal projects (USACE, NAVFAC, GSA, VA, or similar)
  • Deep working knowledge of federal contracting requirements, FAR, Davis-Bacon, certified payroll, and government submittal/closeout processes
  • Comfortable with government project management platforms (RMS 3.0, Procore, etc.)
  • Strong scheduling background; Primavera P6 or Microsoft Project experience is valuable
  • Construction Quality Management for Contractors (CQM-C) certification preferred; willingness to obtain if needed
  • OSHA 30 preferred
  • Bachelor's degree in Construction Management, Engineering, or related field preferred (equivalent field experience counts)
  • Excellent communicator, organized, strong client relationship skills
  • Valid driver's license; ability to travel to project sites as needed
  • Ability to obtain base access and pass federal background screening
