Description / Position Overview

Construction Project Manager - Stormwater Engineering

About the Job: In this position, you will plan, organize, and manage multifaceted stormwater infrastructure and creek stabilization projects from conception to completion and project closeout, supporting the Stormwater Enterprise with the City of Colorado Springs. This includes overseeing and directing construction activities and coordinating project schedules and budgets.

Work Schedule: This positions schedule will typically be M-F, 8a-5p and in the field at least 90% of the time. Ability to work outside the standard hours based on contractor/vendor site presence is required.

As a Construction Project Manager for Stormwater Engineering, you will:

  • Lead and oversee construction projects for Stormwater Enterprise, including drainage, small creek restoration, infrastructure, storm pipe, and maintenance / repairs.
  • Manage construction contracts, change orders, and construction management, ensuring project quality and compliance.
  • Oversee inspection duties for assigned stormwater projects.
  • Establish construction schedules, monitor costs, and provide regular progress reports to supervisors.
  • Develop standard procedures and policies related to construction project management, inspection, and testing.
  • Provide training and guidance to other staff, ensuring standard procedures and policies are followed.
  • Communicate project status reports to internal and external departments, key stakeholders, and user groups, providing updates on project activities and milestones.
  • Prepare projections, project schedules, and work plans, and negotiate and administer professional service contracts for construction phase services.
  • Conduct project progress meetings with stakeholders, contractors, and other relevant parties, addressing inquiries from citizens, stakeholders, and media regarding construction projects.

We are looking for candidates who demonstrate:

Knowledge of:

  • Principles, methods, and tools for developing, scheduling, coordinating, implementing, monitoring, inspecting, evaluating, and managing construction and site development projects
  • Construction materials, methods, and techniques related to stormwater infrastructure and creek stabilization
  • Principles, practices, and processes of professional architecture and engineering
  • Contract procurement for professional services and construction
  • Contract administration and management
  • Data collection, reporting, documentation, and records management
  • Pertinent federal, state, and local laws, codes, and regulations

Ability to:

  • Evaluate and recommend the best method for project delivery
  • Manage and direct allocated resources for capital improvement program construction
  • Maintain and update various files and records
  • Identify and analyze problems; use sound judgment to generate and evaluate solutions; determine project consequences of proposed actions; and implement recommendations
  • Interpret, explain, and implement pertinent City policies and procedures
  • Prepare clear and concise reports and presentations
  • Communicate clearly and concisely, verbally and in writing
  • Establish and maintain effective working relationships

Minimum Qualifications

  • Bachelor's degree from an accredited college or university with major coursework in civil engineering, construction management, project management, or a related field
  • Five years of full-time, professional project management experience with civil engineering, stormwater, or other related municipal projects
