Job Summary: Generally responsible for total delivery of services safely, on time, within performance budget and meeting quality expectations on moderately complex projects. Work at this level requires progressive experience in construction management and involves utilization of project controls for cost, schedule and quality of projects. This work will be performed under minimal supervision.
Primary responsibilities will include but not be limited to:
Field Oversight & Monitoring
Monitor contractor work for compliance with:
Approved drawings and specifications
Safety requirements and work permits
Project quality standards
Identify deviations, deficiencies, or risks and escalate to Owner leadership
Provide continuous field presence to verify work progress and construction means and methods
Coordination & Communication
Act as liaison between contractors and Owner representatives
Support coordination of work activities across disciplines to avoid conflicts
Participate in daily/weekly coordination and progress update meetings
Communicate field conditions, constraints, and risks impacting schedule or execution
Quality Verification
Observe and verify that construction meets design intent and specifications
Support QAQC processes including inspections, testing coordination, and punch listing
Identify and document non-conformances and ensure that are addressed
Progress Tracking & Reporting
Provide accurate daily reporting including work progress, manpower and equipment observations, safety and quality issues, challenges/constraints, field conditions, etc.
Track field progress against contractor schedule and flag potential delays
Support Owner project controls with field input
Contractor Interface
Engage contractor supervision to highlight issues and expectations
Reinforce compliance without directing means and methods
Escalate performance concerns to Owner rep
Documentation & Field Controls
Support management of:
RFIs and field clarifications
Change notifications (as observed)
Field records and photo documentation
Test results
Ensure traceability of field issues and resolutions
Safety
Ensures compliance and understanding of policies, procedures and regulations pertaining to health and safety issues.
Knowledge of State and Federal Safety requirements and OHSA (1910 & 1926) standards.
Maintains good housekeeping.
Reports and investigates incidents and takes appropriate corrective action.
Environmental
Investigates and reports all environmental incidents and takes appropriate corrective action.
Ensures compliance and understanding of policies, procedures, and regulations pertaining to environmental issues.
Supports environmental initiatives, training, and activities.
Quality

Education: High School diploma or equivalent is required. Bachelor or Master of Science degree in Construction Science, Building Science or related field from an accredited university is highly preferred.
Licensing: General Contractors License is highly preferred.
Experience: This position requires a minimum 5 years of relevant industrial construction management or project related experience.
Required Knowledge, Skills, and Abilities:
Strong knowledge of industrial construction practices and sequencing
Ability to interpret drawings, specifications, and work packages
Ability to interpret schedules (Primavera P6 or MS Project)
Understanding of contractor work processes and field execution risks
Strong communication skills with ability to influence without authority
Detail-oriented with strong observation and reporting capabilities
Proficient in Microsoft Office Suite (Word, Excel, Outlook) for reporting, tracking, and communication
Ability to review and annotate drawings or files using digital tools (Adobe, Revu, etc.)
Capable of maintaining accurate daily reports, logs, and field documentation in digital formats
Prior experience in an Owner rep or third-party oversight role, preferred
Experience in chemical or petrochemical facilities, strongly preferred

Physical Requirements:
Ability to sit, stand or walk for long periods of time.
Ability to perform work outdoors in hot or cold climates.
Ability to perform duties while wearing personal protective equipment such as a fire-retardant jumpsuit, safety glasses, ear plugs and hard hat.
