BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.Position Summary BB&E is currently looking for a Construction Surveillance Engineering Technician to support the NAVFAC Southeast (SE) Headquarters, Public Works Departments (PWD) and Resident Officer in Charge of Construction (ROICC). This position is at The Charleston Naval Complex (CNC) and is located in Charleston, South Carolina.Job Duties & Responsibilities Provide overall coordination of the construction quality management program for assigned projectsIn conjunction with the Construction Manager (CM), review and provide recommendations toward approval of contractor quality control planAttend selective quality control (QC), preparatory and initial meetings, and monitor three-phase checklists for accuracy and thoroughnessProvide relevant remarks on Government Quality Assurance (QA) reports (or in identified section of Contractor's QC reports), particularly on critical, definable features of work includedTake/file/distribute progress photosValidate quantity, condition, and approval of materials on site prior to Government issuing invoice paymentsCoordinate support to review and witness successful testing and commissioning/certification of critical systems (i.e., mechanical - HVAC/TABS/DALTS/DDC, electrical -pad mounted transformers/high-voltage systems/switchgear/automatic transfer switches/frequency converters, fire and life safety/fire protection systems, roofing systems, and underwater structures).Assure quality workmanship in accordance with specifications and industry standards on concrete/masonry/stucco/ building, envelope/structural steel/bolting/welding, and other building materials/structural systems, as requiredAttend/witness selected tests and review all applicable test reports and resultsKeep the Government sponsor advised as to the status of projects under his/her administrative and technical control, but the responsibility to plan and carry out the assignment is accomplished independentlyRequirements It is expected that the minimum education and professional experience requirements have been met, as listed below.Experience & Education A minimum of 5 years of verified experience as a Quality Control Manager working for General Contractors on NAVFAC or US Army Corps of Engineers (USACE) projects OR 10 years of verified foreman experience in one or more of the following trades: Concrete; Mechanical; Electrical; Masonry; or Carpentry on commercial/industrial/military projects; residential experience does not qualifyMust complete the USACE Construction CQM CertificationPhysical Requirements Must be able to stand, walk, bend, stoop, crouch, crawl, navigate across uneven ground that is common at construction sites and climb for extended periods as well as when traveling to and from job sitesMust be able to lift, carry, push, and pull materials and equipment weighing up to 50 pounds regularlyMust be able to work both indoor/outdoor (with exposure to the elements)Must be able to work in confined spaces and under varying environmental conditions, including heat, cold, humidity, rain, wind, dust, and noiseMust be able to wear and use required personal protective equipment (PPE) such as hard hats, safety glasses, gloves, hearing protection, steel-toed boots, fall protection safety vests and high-visibility reflective safety vestsMust have sufficient visual and auditory acuity to perform tasks safely and effectively, including reading instruments, recognizing hazards, and communicating on active construction sitesMust be able to drive company or personal vehicles to and from field locations, sometimes multiple times per day, and may be required to work variable shifts depending on project needsWork Environment Primarily operates in an outdoor environment where various weather conditions could be encountered, depending on the location and season.May encounter extreme temperatures, airborne particles, fumes, chemicals, or loud noise.Worksites might contain high-voltage equipment, exposed wires, and other electrical hazards that will require strict adherence to safety protocols.Benefits Competitive compensation packagesParticipation in the Employee Stock Ownership Plan – BB&E is 100% employee-owned!Discretionary bonusMedical, Dental, and Vision Insurance with health care conciergeEmployer provided Short-Term & Long-Term disabilityEmployer provided Life insuranceEmployee options for supplemental life, supplemental accident, critical illness, hospital indemnity, and Identity theft protection benefitsGenerous PTO plus 11 paid holidaysTraditional & Roth 401(k) options with fully vested employer matchTuition reimbursement & professional developmentEmployee referral programEmployee discountsEmployee Assistance Program (EAP)Pet insurance discount*Applies only to full-time employeesBB&E is an equal opportunity employer.
