Construction Surveillance Technician (CST) Location: Bismarck, ND Pay Rate: $80,000 – $95,000 per year
Position Overview A defense and government contracting firm is seeking Construction Surveillance Technicians to monitor, document, and secure construction and renovation activities at sensitive government and Intelligence Community facilities. CSTs serve as the last line of defense against insider threats and espionage during facility construction, maintaining continuous oversight of contractor personnel working in or near restricted and classified areas. This position supports Department of Defense construction projects and requires an active TS/SCI clearance and current CST certification.
Key Responsibilities
Provide continuous visual surveillance of construction contractor personnel working within or adjacent to sensitive, restricted, or classified government facilities
Document all activities, personnel movements, and anomalies observed during surveillance shifts in detailed written logs
Enforce access control procedures and verify credentials of all personnel entering secured construction areas
Identify and report insider threat indicators, security violations, or suspicious behavior to the government customer immediately
Coordinate with facility security officers and project managers to maintain operational security during construction activities
Conduct site walkthroughs and inspections at the start and end of each shift to document facility status
Support counterintelligence and security briefings as directed by the government customer
Maintain strict confidentiality regarding facility details, operations, and sensitive information at all times
Complete all required government and contractor security training and certification requirements
Operate effectively in remote, austere, or international locations as project assignments require
Requirements
Active TS/SCI clearance required — must be current and in-scope
Current CST certification required
Background in security, law enforcement, military, or intelligence strongly preferred
Strong written and verbal communication skills for detailed reporting and customer interaction
Ability to maintain sustained focus and vigilance during long surveillance shifts
Willingness to deploy to remote domestic or overseas locations as project needs dictate
Must be a U.S. citizen
Preferred Qualifications
Experience in a related field is preferred
