Job Description

Fluor is seeking an experienced Construction Technical Services Manager to provide strategic leadership, governance, and technical support for major capital projects across Fluor's global business lines. Based in Houston, Texas, this position leads construction technical services activities that support projects from feasibility and front-end planning through engineering, procurement, construction, commissioning, and startup.

The Construction Technical Services Manager serves as a key leader within Construction Operations, ensuring execution excellence through constructability integration, Advanced Work Packaging (AWP), construction engineering, system turnover, modularization, construction planning, and technical support services. This role partners closely with Project Management, Engineering, Procurement, Construction, and Client teams to improve project predictability, reduce execution risk, and deliver safe, efficient, and successful project outcomes.

Key Responsibilities

  • Lead Construction Technical Services activities supporting major EPC, EPCM, and self-perform projects across multiple market sectors.
  • Provide strategic guidance in constructability, construction planning, Advanced Work Packaging (AWP), workface planning, construction engineering, modularization, heavy lift and rigging, quality, turnover, and startup readiness.
  • Support project development activities including feasibility studies, Pre-FEED, FEED, proposal development, and execution planning.
  • Drive early contractor involvement and constructability reviews to improve safety, productivity, schedule certainty, and cost effectiveness.
  • Develop and implement construction execution strategies, procedures, standards, and best practices.
  • Support project teams in resolving complex technical, operational, and execution challenges.
  • Provide leadership for project recovery initiatives, risk mitigation strategies, and execution excellence programs.
  • Collaborate with Engineering, Procurement, Project Controls, and Construction Management teams to ensure alignment of project objectives and delivery strategies.
  • Participate in business development efforts and support clients with construction planning and execution solutions.
  • Lead continuous improvement initiatives that enhance project performance, workforce productivity, and organizational effectiveness.
  • Recruit, mentor, and develop technical and construction professionals while supporting succession planning and leadership development.
  • Monitor organizational performance and provide recommendations to senior leadership regarding resource needs, capability development, and execution improvements.
  • Travel to project sites and Fluor offices as required.

Basic Job Requirements

  • Accredited four-year degree in Construction Management, Engineering, Building Construction, or related field, or equivalent combination of education and experience.
  • Minimum 20 years of experience in construction management, construction engineering, technical services, project execution, or related functions supporting industrial capital projects.
  • Strong leadership, communication, analytical, and organizational skills.
  • Demonstrated ability to lead multidisciplinary teams and influence project outcomes.
  • Broad knowledge of construction execution methods, safety practices, and project delivery systems.

Preferred Qualifications

  • Experience supporting large EPC/EPCM projects in energy, LNG, petrochemical, chemical, power, nuclear, pharmaceutical, semiconductor, manufacturing, data center, mining, or infrastructure sectors.
  • Expertise in constructability, construction planning, AWP, construction engineering, modularization, turnover and completions, commissioning, and startup.
  • Experience developing construction execution plans, project procedures, and organizational standards.
  • Proven success leading technical services organizations and developing high-performing teams.
  • Professional credentials such as PMP, CCM, PE, or equivalent certifications preferred.
  • Strong understanding of project controls, productivity improvement, risk management, and execution excellence principles.
  • Experience supporting global project execution and multicultural teams.

Work Environment & Travel

This position is based in Fluor's Houston, Texas office and supports projects throughout North America and globally. Periodic travel is required to project sites, client locations, and Fluor operating centers to support project execution, organizational development, and technical services initiatives.

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate's qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
