Purpose of the Consultancy:

The purpose of this consultancy is to support the assessment of country-level digital health systems, including their alignment with digital health architecture and data standards, their interoperability in practice, and their readiness to support routine reporting, priority indicator production, and data use. The consultant will help document the digital health ecosystem, assess how systems contribute to required Government memorandum of understanding (MOU) metrics, identify reporting, interoperability, and coverage gaps, and contribute to country-level and cross-country analysis and recommendations.

Summary of Responsibilities:

The consultant will support the full assessment cycle, including planning, tool adaptation, initial system mapping, country consultations, system-level data collection, MOU-specific indicator mapping, synthesis of findings, and reporting. The work will include both desk-based and consultation-based analysis and will focus on digital systems relevant to health reporting, service delivery, interoperability, and decision-making across community- and facility-based health information systems.

Locations:

Palladium intends to recruit one consultant in Papua New Guinea. Applicants must have the legal right to live and work in the country to which they are applying.

Overall Responsibilities:

  • Collaborate with project teams to plan, coordinate, and implement technical activities related to digital health systems and health information systems strengthening, ensuring high-quality execution and alignment with approved workplans.
  • Provide technical support to country teams and partners on digital health systems assessment, reporting readiness, interoperability, and related health information system priorities.
  • Ensure that technical work is aligned with donor expectations, Ministry of Health priorities, national digital health strategies, and relevant data governance and interoperability frameworks, with a focus on sustainability and government ownership.
  • Contribute to the design, refinement, and practical application of tools, guidance materials, and technical approaches used to assess and document digital health systems.
  • Support effective coordination across technical teams, country counterparts, and partners to facilitate timely implementation, risk management, and consistent delivery of outputs.
  • Carry out other related tasks as assigned in support of the consultancy objectives.

Digital Health Systems Assessment and Analysis:

  • Support the assessment of national and subnational digital health systems across relevant domains, including community systems, facility-based systems, laboratory systems, supply chain systems, surveillance platforms, interoperability services, registries, and related digital infrastructure.
  • Help document system characteristics, architecture, functionality, scale, user groups, health program coverage, and operational dependencies, using approved assessment tools and guidance.
  • Assess how systems are used in practice, including actual reporting workflows, data flows, interoperability arrangements, and the extent to which systems support routine data use and decision-making.
  • Map systems to priority indicators and reporting requirements, including the availability of required data elements, the role of each system in reporting, and the extent to which reporting depends on other systems or manual processing.
  • Identify gaps affecting reporting completeness and readiness, including incomplete geographic or program coverage, private-sector reporting limitations, weak interoperability, and other constraints affecting data availability or use.
  • Contribute to the analysis of digital health system readiness across key dimensions such as coverage and use, interoperability, governance, infrastructure, and perceived data quality, supporting both country-level interpretation and cross-country comparison.

Stakeholder Engagement and Coordination:

  • Work closely with Ministries of Health, technical working groups, implementing partners, system owners, and other relevant stakeholders to support consultations, technical discussions, workshops, and validation processes.
  • Contribute to the planning, facilitation, and documentation of stakeholder engagements related to digital health systems assessment and reporting readiness.
  • Support country teams in maintaining productive engagement with government counterparts and partners, including follow-up on technical inputs, validation of findings, and coordination of next steps.

Reporting, Synthesis, and Quality Assurance:

  • Consolidate and organize findings from desk review, consultations, and system-level assessment activities in a clear and structured manner.
  • Draft technical summaries, findings , matrices, and recommendations related to digital health systems, reporting readiness, and interoperability.
  • Maintain clear records of evidence sources, consultation outcomes, validation status, and updates to tools or findings to support quality assurance and traceability.
  • Support the preparation of country-level and cross-country outputs, ensuring that results are analytically sound, comparable across settings, and appropriately grounded in country context.

Qualifications:

  • Advanced degree in Health Informatics, Public Health, Information Systems, Computer Science, or a related field.
  • Deep knowledge of interoperability standards (e.g., HL7 FHIR, OpenHIE, IHE profiles) and digital health architecture principles.
  • Experience conducting system architecture reviews, digital maturity assessments, or HIS landscape analyses.
  • Familiarity with software development processes, agile methodologies, and digital system lifecycle management.
  • Demonstrated experience working with Ministries of Health or public health programs.
  • Proficiency in English is required.
  • Demonstrated experience in digital health systems assessment, health information system reviews, digital maturity assessments, or similar analytical assignments.
  • Professional proficiency in English required; French and/or Spanish desirable depending on countries covered.
  • Experience working on USG-funded projects and familiarity with PEPFAR indicators preferred.
  • Legal right to live and work in the assignment country.
