GENERAL DESCRIPTION:

The Wyoming Department of Agriculture, Consumer Health Services Division, is searching for an Agriculture Program Assistant Manager. The successful candidate will support all division programs, including the education and development of industry materials that address the evolving food-safety environment. Working collaboratively with federal partners such as USDA and FDA, the role ensures program proficiency and alignment with federal standards.

The position provides technical and operational support to field staff, addresses regulatory issues, and assists in regulation interpretation and enforcement. Responsibilities include coordinating training, developing outreach resources, monitoring compliance, and contributing to strategic planning and incident response. The Assistant Manager fosters cross-agency partnerships, promotes continuous improvement, and ensures effective implementation of food safety and public-health programs statewide.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Oversee day-to-day division operations in coordination with the Division Manager, ensuring services meet performance targets, budget constraints, and deadlines.
  • Perform administrative duties including scheduling, records management, contract tracking, procurement coordination, and preparation of regular operational reports.
  • Collaborate with the Division Manager to prepare supplemental and exception budget requests and to develop, update, and execute the division's annual strategic plan.
  • Serve as primary technical resource for staff and public inquiries.
  • Conduct performance evaluations for direct reports, set performance objectives, document outcomes, and implement corrective or developmental actions as needed.
  • Lead staff professional development by identifying training needs, coordinating internal and external training programs, and monitoring training completion and effectiveness.
  • Represent the division and Department at national, state, and local conferences, advisory boards, and stakeholder meetings; prepare and deliver presentations and written briefs as required.
  • Develop and maintain collaborative relationships with government agencies, industry partners, and stakeholder organizations to advance program goals and share best practices.
  • Partner with the Division Manager on legislative engagement: monitor proposed legislation, draft position statements, and take action to ensure state policies align with federal mandates.
  • Review and interpret scientific literature, federal/state directives, and legislation; update internal policies and develop statewide training and public guidance to ensure ongoing regulatory compliance.
  • Translate applicable state and federal regulations into implementable procedures, ensure consistent enforcement across the division, and document compliance activities.
  • Manage solicitation, negotiation, and execution of grants and contracts; develop and monitor budgets, ensure compliance with procurement and funding requirements, track deliverables and performance metrics, oversee vendor/partner performance, prepare required reports and fiscal reconciliations, and support audits and contract closeouts.

Qualifications

PREFERENCES:

Preference may be given to the applicants with a Bachelors Degree in microbiology, animal sciences, biology, food science, public health, environmental health, or a closely related field.

Preference may be given to applicants who are a Certified Professional-Food Safety or Registered Environmental Health Specialist / Registered Sanitarian.

KNOWLEDGE:

  • Knowledge of budgeting, grant/contract administration, and fiscal controls to align resources with program objectives.

  • Knowledge about performance management, hiring, disciplinary actions, and executive-level administrative responsibilities.

  • Knowledge of how to interpret state and federal regulations and evaluate regulatory compliance.

  • Proficient with office productivity tools (Microsoft Office Suite, and Google Workspace), email/calendar systems, and electronic records; skilled in data analysis and reporting tools.

MINIMUM QUALIFICATIONS:

Education:

Bachelors Degree (typically in Agriculture)

Experience:

1-3 years of progressive work experience (typically in Agriculture) with acquired knowledge at the level of an Agriculture Program Coordinator

OR

Education & Experience Substitution:

4-7 years of progressive work experience (typically in Agriculture) with acquired knowledge at the level of an Agriculture Program Coordinator
