These experienced professionals provide administrative expertise, facilities management, natural and cultural resource planning, and a broad array of other professional skills that support the National Park Service through the Experienced Services Program (ESP).

Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions.

The Environmental Management Program (EMP) leads National Park Service (NPS) efforts to clean up and restore contaminated Agency lands; provides resources and tools to facilitate park compliance with environmental laws and regulations; and improves the Agency?s overall environmental performance through increased sustainability and reduced risks.

Qualifications:

MA/MS Degree in Civil engineering, geology, or similar with minimum additional experience of 15 year(s) in environmental management, particularly CERCLA-based response actions and cleanup of contaminated sites on federally-owned and managed lands.

  • Licensed Professional Engineer or Licensed Professional Geologist (or other State-based variant).
  • Experience required with Windows, MS Word, MS Excel, MS PowerPoint, MS Teams, MS Outlook, MS SharePoint, Adobe Acrobat
Duties:

The enrollee will participate as a member of and support contaminated site (CS) project teams comprised of staff from (depending on the site) EMP, Gateway National Recreation Area (GATE), Saratoga National Historical Park (SARA), DOI Office of the Solicitor, and the U.S. Army Corps of Engineers (USACE) in the implementation of CERCLA-based response actions at various stages for multiple contaminated sites located in these New York- and New Jersey-based parks.

  • Review and/or assist with preparation of CERCLA technical documents including Contaminated Site Management Plans, Community Involvement Plans, and Remedial Investigation/Feasibility Studies. Also support website updates, community updates, and the Administrative Record.   30%
  • Help coordinate information exchange among CS Team members to ensure timely elevation of issues, risks, and decisions.   25%
  • Communicate regularly with the EMP Lead and CS Project Manager and keep them informed of availability, work assignments, and any significant developments or challenges.   25%
  • Attend meetings with the public, community advisory groups, Federal agency partners, and others to update project progress.   10%
  • Use DOI?s cost-tracking tool to facilitate cost recovery package development.   10%

Other:
  • 40-hour HAZWOPER, which requires an annual 8-hour refresher.
  • Required Certifications: Certified Hazardous Materials Manager acceptable if enrollee does not have licenses per E.
  • Overnight travel: It is anticipated that up to four trips (e.g., one/quarter) could be needed during the agreement period. The trips would last 3-4 days including travel time.
  • Health and Safety Considerations: 40-hour HAZWOPER and annual refresher, which is available in on-line and in-person versions.
  • Required Safety Gear: Enrollee will need to wear a safety vest when out on site; GATE will provide. Enrollee may also wish to wear ?muck boots? when doing field visits.
  • Physical requirements: Job will primarily be performed from home. Periodic travel to GATE will be necessary for meetings, field site visits for project inspections, etc. Enrollee needs to be able to navigate a variety of outdoor environments including shoreline and marsh.
