About This Unit:

The Executive Director's Office is responsible for the strategic direction and effective internal operations of the Colorado Department of Human Services (CDHS), working with the Governor's Office, legislature, other government agencies, CDHS staff, counties, and a variety of stakeholders. CDHS's vision is to empower Coloradans to thrive through bold and innovative health and human services. The Strategy Office team ensures the operational efficiency and effectiveness of the Executive Director's Office by crafting and executing the Departments strategic plan and overseeing related workstream priorities to achieve goals. The Strategy Office team comprises Strategic Operations and Solutions, Communications, Organizational Performance and Compliance, Infrastructure, and Human Resources

What You Will Be Doing:

This position serves as the graphic designer and multimedia specialist for the Department, coordinating with other staff, state agencies, vendors, and offices within CDHS.

This position is responsible for the multimedia content and oversight of CDHS people and programs. This position works with the Chief Communications Office, the Deputy Director of Communications, the Internal Communications Director, and all office communications staff on a range of department-specific graphic design and multimedia projects and programs, which may include graphic design, content development, social media management, template creation, brand management, and creative asset development. This position is an active member of the CDHS communications team, collaborating with team members on brainstorming and problem-solving.

Summary of Duties:

Graphic Design and Brand Management -

  • Conceptualize creative designs, graphics, and visuals based on project requirements.

  • Responsible for content creation and management.

  • Oversees Department adherence to state branding guidelines.

  • Recommend layouts and formats for artwork and photography.

  • Formats creative files to audience and/or outlet specifications.

  • Ensure projects are completed to a high standard and on schedule.

  • Develops and maintains CDHS brand guidelines.

  • Prioritize and manage multiple projects within design specifications and budget restrictions.

  • Use a wide range of design, photo editing and video editing software, including Adobe Suite and Canva.

  • Ensure all products meet the latest branding and accessibility standards as determined by the department.

  • Oversees the development and maintenance of master templates of Department materials, including presentations, letterheads, flyers, posters, memos, etc.

  • Designs departmental year-end reports

  • Provides design support and organizes presentations for the Joint Budget Committee

  • Provides graphic support to CDHS staff during the legislative session, helping create informational materials, presentations, handouts, reports and other assets as needed.

Content Creation and Social Media Management -

  • Develops, creates, and manages a range of content for the Department and may collaborate with internal staff, vendors, boards, or other state departments.

  • Develops content for department social media outlets and maintains an adequate social media presence

  • Manages scheduling, posting, and monitoring of social media placements.

  • Collaborates on multimedia projects and programs, which may include developing web content, presentations, broadcast media, print, videography, and/or photography.

  • Coordinates and collaborates with Department staff, committees, programs, and offices to create communications materials and templates, including website content, presentations, letterheads, reports, and yearly plans.

  • Provides reporting on social media performance and suggests optimizations and improvements to achieve better results.

Photography and Videography -

  • Engages in occasional photography and videography, including photo and video editing.

  • Required to develop storyboards, talking points, and scripts

Other Duties As Assigned -

  • Attends and participates in team and project meetings.

  • Provides support to the communications team.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

Experience Only:

  • Six (6) years of relevant experience in graphic design, multimedia design, or content creation

OR

Education and Experience:

  • A combination of related education in Arts, Marketing, Communications, Journalism, Graphic Design, Fine Arts, Visual Arts, Multimedia, Industrial Design, Multimedia Design, Media, Videography, Photography, Film & Television, Mass Communications, or Digital Design and/or relevant experience in graphic design, multimedia design, or content creation equal to six (6) years

Preferred Qualifications:

  • Graphic design and knowledge of design software (Adobe Suite), social media content development and management

  • COWINS Partnership Agreement: Relevant years of State service should be considered as a preferred qualification and given weight under the process. Part-time relevant years of State service will be prorated.

  • TRANSFERS ONLY: Relevant years of State service will be considered as a preferred qualification and given the weight of at least 15% of the overall score under the process.

  • Relevant years of State service contribute to a candidates position-related knowledge, skill, ability, behavior, or other posted competency

Conditions of Employment:

  • Standard Background Check: ALL CDHS employees (non-direct contact): CBI name check, ICON Colorado court database, Medicare fraud database, Reference checks, Professional License verification (licensure requirements), and drug screen (commercial Driver's license)

  • This position requires State of Colorado residency at the time of application (unless otherwise identified in the posting), and residency within the state throughout the duration of employment in this position

  • Travel: Must be able to occasionally travel within the state.

CDHS Selection Process Explanation

Employment history is calculated on a full-time basis (40/hrs per week). Part-time employment is calculated on a prorated basis to determine qualifications.
