Job Summary

This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.*

As a Continuous Improvement Analyst on the Training and Systems Development team, you will support the Department of Human Services' (DHS) efforts to advance the culture of continuous improvement (CI) and innovation. This position is a subject matter expert in CI, training development, delivery and evaluation and project leadership, and applies that expertise to lead improvement across the agency. This position initiates, leads, and supports all CI efforts for and with business areas throughout the agency solving complex and cross-administration problems. This position also exists to provide CI training, mentorship, and consultation to DHS employees to build CI capacity and drive results.

Responsibilities include but may not be limited to:

Management Analyst 3

  • Develop and deliver CI-training resources for DHS business areas for CI skillset development and application of tools within an active improvement or innovation project or upon request.

  • Provide professional and technical knowledge and skills in supporting the improvement of existing projects and development of new work procedures across the department and throughout the agency.

  • Coordinate and conduct data planning, collection, analysis and reporting to support data-driven decision-making in OCI project and for tother Management Services Division initiatives.

  • Support other departmental management improvement priorities, based on guidance from DHS Office of Continuous Improvement and leadership.

  • Manage departmental documentation and other physical and technical resources.

Management Analyst 4

  • Develop, deliver, and evaluate CI training. Mentor DHS staff at all levels throughout the agency to build CI capacity in program areas.

  • Lead large, complex, and agency-wide improvement and innovation projects concurrently to improve efficiency and effectiveness of business processes.

  • Monitor improvement implementation efforts and communicate results to customers to ensure progress and transparency.

  • Conduct agency-level analyses and provide DHS leaders with information necessary for decision-making.

Qualifications

Minimum Qualifications

Management Analyst 3

Two (2) years of experience with continuous improvement.

Experience must demonstrate the following:

  • Delivery of continuous improvement training on tools, methodologies, or principles.
  • Facilitation of continuous improvement events, such as process mapping, root cause analysis, Kaizen, solution brainstorming, and/or solution design sessions.
  • Knowledge of Lean, Six Sigma and/or other continuous improvement methodologies and principles as it relates to supporting improvement efforts within an organization.
  • General knowledge of basic project management theory and practice.
  • Experience conducting data planning, collection, analysis, and/or reporting.

A Bachelor's degree in Engineering, Human Services, Public Health, Business, or a related degree may substitute for one (1) year of experience.

Management Analyst 4

Three (3) years of experience with continuous improvement.

Experience must demonstrate the following:

  • Development, delivery and evaluation of training and/or coaching CI tools and methodologies.
  • Application of universal design and adult learning principles. The ability to lead CI learning and development activities, courses, and interactive sessions using relevant technology that enhances and supports the training needs of participants.
  • Familiarity with accessibility standards and the ability to comply with these standards in all CI materials.
  • Application of Lean, Six Sigma or other continuous improvement methodologies to evaluate, design, and improve business process and facilitate multiple improvement projects within an organization.
  • Expertise with DMAIC/ DMADV or similar methodology to include defining a problem, analyzing data to understand the problem, identification of solutions and process improvements to solve the problem.
  • General knowledge of project management theory and practice.
  • Experience conducting data planning, collection, analysis, and/or reporting.
  • Facilitation of continuous improvement events, such as Kaizen, solution design sessions, and process mapping.
  • Effective written and verbal communication of timelines, expectations, progress, and results.

A Bachelor's degree in Engineering, Human Services, Public Health, Business, or a related degree may substitute for one (1) year of experience.

OR

A Master's degree in Engineering, Human Services, Public Health, Business, or a related degree may substitute for two (2) years of experience.

Preferred Qualifications

  • Certification in Continuous Improvement methodologies such as LEAN, Six Sigma Green Belt or Black Belt certification.
  • Formal training or certification in learning and development (e.g. APTD, CPTD, instructional design certificate, etc.).
  • Professional coaching experience for skill development or in CI training programs.
  • Formal training or certification in project management tools or methodologies, including using project management software and tools (e.g. PMP, Smartsheet, Gantt charts, communication plans, task tracking and project plans, etc.).
  • Strong understanding of or experience with data analysis, interpretation, and synthesis to present accurate and useful information.
  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns and simplify technical information for non-specialist understanding.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
