    CONTRACT ADMINISTRATION TECHNICIAN
    Multi-Family Section 8
     
    The West Virginia Housing Development Fund (the “Fund”), a quasi-governmental organization providing safe, decent affordable housing across West Virginia, is seeking qualified candidates for the position of a Contract Administration Technician in our Charleston Office. We are dedicated to increasing the supply of residential housing for individuals and families of low- and moderate-income.  We also provide construction and permanent mortgage financing to public and private sponsors of such housing.  To date, the Fund has issued more than $4.5 billion in bonds and has financed more than 165,000 housing units since it began operation in 1969.  The Funds mission is to ensure that all West Virginians has access to safe, affordable housing, which in turn helps to create stronger communities and a more prosperous West Virginia.

    Job Summary: This employee is responsible for reviewing and analyzing Housing Assistant Payment (HAP) vouchers; processing annual rent and utility allowance adjustments; reviewing vacancy, unpaid rent, and damage claims; and responding to tenant calls.  In addition, they are responsible for ensuring compliance with all applicable HUD regulations and guidebooks.  It is essential they establish and maintain open communication with property owners, project managers, and management agents.  This employee will have access to sensitive and confidential data; therefore, confidentiality must be maintained at all times.
     
    Essential Functions:
    • Imports Section 8 (S8) Tenant Certifications and reviews for software system responses relating to accuracy, completeness, and compliance with TRACS and HUD regulations;
    • Notifies individual properties of TRACS error messages received and of HDS (Housing and Development Software) import errors reported;
    • Assists in the subsequent resolution and resubmission of corrections to TRACS error messages and HDS import errors;
    • Processes S8 Housing Assistance Payment (HAP) vouchers for HUD submission;
    • Monitors properties for TRACS voucher tenant compliance and corrects as needed;
    • Maintains a list of contract and funding expirations for S8 properties;
    • Prepares notifications in connection with annual rent and utility adjustments required by HUD regulations;
    • Prepares and processes annual rent and utility adjustments accurately and timely;
    • Reviews and processes special claims requests for completeness, accuracy, and timely submissions;
    • Responds to tenant inquiries and complaints received;
    • Inputs information into appropriate HUD software systems, as required;
    • Assists in the preparation of the monthly S8 project-based contract administration invoice;
    • Prepares documents for imaging monthly and reviews for accuracy;
    • Remains current on, and ensures all functions are in accordance with HUD rules, regulations, and guidebooks;
    • Establishes and maintains excellent working relationships with, as well as provides technical assistance to, owners, project managers, and management agents; and
    • Prepares financial reports as requested by S8 Manager or Senior Manager – Multifamily Compliance.

    Required Education/Experience:  High School Graduate or GED equivalent with a minimum of three years accounting or related experience in contract administration/subsidized housing programs.   Knowledge of Microsoft Office products, including Microsoft Teams.
     
    Preferred Education/Experience:  Associate Degree in Business or Accounting with S8 Administration experience. 
     
    Required Certificates/Licenses:  Certified Occupancy Specialist preferred or ability to obtain within first year of employment.
