    Job Duties

    The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a motivated and experienced individual to serve as the Contract Administrator for Recovery-Oriented Systems of Care within the Office of Mental Health Wellness and Recovery Supports. Under general supervision, this position will perform professional-level programmatic, operational, contractual, analytical, and technical work supporting statewide behavioral health initiatives across the service continuum, including prevention, mental health, substance use, peer and recovery support services, and community-based systems. Some statewide travel may be required. A valid, unrestricted driver’s license and an acceptable driving record in accordance with the Commonwealth’s Driver Safety Program are required. This is a restricted, state funded grant position with a renewable grant. Continued employment in this position is contingent upon funding and is not eligible for layoff benefits per DHRM state policy 1.30.

    Additional responsibilities include:
    • Supporting the planning, implementation, monitoring, and evaluation of behavioral health programs, services, contracts, grants, and special initiatives funded or administered by DBHDS.
    • Conducting research and analysis, managing data and performance measures, supporting policy and guidance development, and developing recommendations to improve the effectiveness, quality, compliance, and sustainability of recovery-oriented systems of care throughout the Commonwealth.
    • Providing contract administration and project management support for multiple behavioral health initiatives, including statewide training programs, community-based organizations, mental health, prevention, recovery and wellness initiatives, family support services, and other community-based behavioral health programs.
    • Providing procurement support, budget tracking, deliverable review, performance reporting, technical assistance, stakeholder engagement, and coordination with internal offices, state agencies, contractors, community services boards (CSBs), behavioral health authorities (BHAs), recovery organizations, and other partners.
    • Performing a variety of administrative and professional functions related to strategic planning, meeting facilitation, event coordination, data reporting, and quality improvement activities.

    Minimum Qualifications

    • Knowledge of Virginia's public behavioral health system, including prevention, mental health, substance use, and recovery-oriented systems of care.
    • Knowledge of the principles and practices of recovery-oriented system of cares.
    • Experience with contract administration, contract monitoring, procurement processes, grants management, and vendor performance management.
    • Ability to interpret and apply state and federal regulations, contractual requirements, and agency policies.
    • Experience with program development, implementation, quality improvement, and performance measurement.
    • Experience with budget development, fiscal monitoring, and financial management practices.
    • Experience in data collection, data analysis, reporting methodologies, and program evaluation techniques.
    • Ability to manage multiple contracts, projects, and initiatives simultaneously while meeting established timelines and deliverables.
    • Ability to utilize spreadsheets, presentation, database, project management, data visualization, and reporting software to support operational and programmatic activities, with the ability to develop, implement, and evaluate policies, procedures, and programmatic initiatives.
    • Provide technical assistance and consultation to contractors, community partners, and behavioral health stakeholders.
