Community Solutions is seeking a full-time Contract Analyst Supervisor for our non-profit dedicated to helping individuals at risk of becoming involved in or have been involved in the child welfare and/or criminal justice system. This individual will be based in our corporate office in Windsor, CT. The Contract Analyst Supervisor will be responsible for coaching, oversight, and supervision of a team of Contract Analysts. This role may directly be responsible for monitoring agency contracts, building funder budgets, and providing reporting and billing to funders as needed. In addition, this role will be involved in assisting the Director of Contracts in their capacity including but not limited to RFP responses and re-procurements of existing contracts.

Essential Functions:

Contracts:

  • Coordinate with departmental staff to ensure financial strategies are properly executed.
  • Maintain a working knowledge of Agency Contracts and abide by compliance policies.
  • Provide coaching and training to Contract Analysts. Provide training of funding source requirements, internal and external budget preparation, and other duties.
  • Assist in the development of internal annual operating and capital budgets; assist in the budget input into the accounting system.
  • Develop budgets, forecasts, and analysis with program/department managers.
  • Support the Finance department in billing, reporting, and financial analysis, forecasting and monthly close.
  • Support the improvement of internal controls and efforts to ensure timeliness and accuracy in the reporting of the agencies financial position.
  • Assist programs with any request in regards to contracts assigned.
  • Assist with the negotiation and maintenance of vendor agreements.
  • Complete quarterly financial reports to various funding sources.
  • Reconcile monthly/quarterly reports from Human Resources, Payroll and Accounting
  • Prepare internal and external budget revisions as directed
  • Work on the RFP budgets with the Development team as needed.
  • Maintain integrity of existing contracts and assist in the preparation of contract renewals as needed.
  • Maintain CSI tracking of contract amendments, budgets and quarterly reporting.
  • Perform other duties as assigned by supervisor.

Accounts Receivable:

  • Act as first reviewer of billing before passed for signature.
  • Provide coaching and training to Contract Analysts. Provide training of funding source requirements, HIPAA regulation, and other duties.
  • Maintain accounts receivable subsidiary ledgers and perform accounts receivable administrative functions for assigned accounts.
  • Verify funding source billing requirements and maintain funding source eligibility parameters.
  • Maintain a working knowledge of and abide by Agency programs, policies and procedures.
  • Prepare, process, audit, and test invoicing for government and non-government contracts.
  • Ensure accounts receivable transaction activity is documented and detailed into well-maintained account records.
  • Post payments, credit memos and adjustments.
  • Monitor timely payment of receivables.
  • Prepare Audit Workpapers as assigned.
  • Perform other duties as assigned by supervisor.

What We're Looking For:

Required Qualifications:

  • Bachelor's degree in Business Administration, Finance, Accounting with three (3) years of experience in the Contracts or Accounting Field.
  • Strong financial modeling and forecasting expertise with success in building and creating budgets and reports from the ground up.
  • Demonstrated organizational skills and attention to detail.
  • Able to work independently on complex issues, research and analysis with problem solving skills.
  • Ability to adapt to changing priorities.
  • General understanding of various business models and able to apply financial planning and analysis skills.
  • Working knowledge of Blackbaud FENXT, Ramp, Planning Budget systems
  • Proficient working knowledge of Microsoft Office including Word and Excel.
  • Nonprofit experience preferred.
