Duties Description Under the general supervision of the Contract Management Specialist 2, the Contract Management Specialist 1 will coordinate and manage a broad variety of grant programs within the Western New York Cluster area which includes three Regional Economic Development Council (REDC) regions: Western New York, Finger Lakes, and Southern Tier. NY HELPS or 55-b/c Qualifications:
The Contract Management Specialist 1 title is part of the New York State Hiring for Emergency Limited Placement Statewide Program (NY HELPS*). To be considered for appointment through NY HELPS, or 55-b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:
Contract Management Specialist Trainee 1, Non-Statutory (NS) Equated to Salary Grade (SG) 14:
A bachelor's or higher degree.
Contract Management Specialist Trainee 2, NS Equated to SG-16:
A bachelor's or higher degree AND one (1) year of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requires for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
Contract Management Specialist 1, SG-18:
A bachelor's or higher degree AND two (2) years of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from contract agencies; monitoring and review of contract terms.
Your degree must have been awarded by a college or university accredited by a regional, national, or specialist agency recognized as an accrediting agency by the U. S. Department of Education/U. S Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation employees only, with at least one year of permanent or contingent-permanent qualifying service as a Contract Management Specialist 1, Trainee 1, or Trainee 2. If you have less than one year, you must be reachable on the current Contract Management Specialist 1/Trainee 1/Trainee 2 eligible list or this location.
Transfer/Reinstatement Opportunity: Candidates must be current New York State employees and have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 52.6, 70.1, or 70.4 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
Candidates may be eligible for reinstatement if they held this title on a permanent basis or any other title eligible for transfer under civil service law.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanent in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Employees appointed via the NY HELPS program are restricted to promotional appointment until their position is covered into the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has covered-in employees who were appointed via NY HELPS on a permanent or continent permanent basis between June 26, 2024, and June 11, 2025. You may wish to apply if you received a permanent NYS HELPS appointment to a qualifying title with these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources with a permanent NY HELPS appointment occurring effective 6/12/2025 or later will be addressed with a subsequent cover-in.
