Job Description

Senior Contract Administrator – Functional/Process Focus

This role will initially focus heavily on Workday contract data cleanup. The County currently has inaccurate contract information, which is creating downstream challenges for departments, including understanding contract status and processing payments.

Key responsibilities / desired experience:

Review and clean up contract records/data within Workday.
Troubleshoot inaccurate or incomplete contract information.
Gather missing information from County departments and Procurement staff.
Review contract documents and correctly identify/classify contract types.
Understand the Workday Finance modules relevant to procurement/contracts.
Understand processes occurring outside Workday that ultimately feed information into Workday.
Understand procurement intake and contract processes.
Identify opportunities for process and continuous improvement.
Understand compliance, records retention, and applicable state/federal regulations.
Ideally have local government and/or Minnesota government experience.
Work effectively with multiple departments, including public safety and community/human services.
A major expectation is that this is a senior-level resource capable of operating independently, rather than simply performing administrative contract work

Workday Environment

The County has Workday Finance capabilities such as General Ledger and AP already live. Support is organized by function, with functional leads for areas such as AP and Chart of Accounts/GL, along with Finance BSAs supporting business processes and technology. Procurement already has a functional lead but does not currently have a dedicated BSA, which is the gap this resource is intended to fill.

Performance / Deliverable Expectations

The County wants tangible evidence that the additional resources are generating value. The contractors should therefore have defined milestones, deliverables and measurable outputs.

Lindsey mentioned potentially tracking work through daily/weekly/monthly metrics, while Kathie emphasized tangible deliverables that can demonstrate completed work and help the County determine how to support the function sustainably in the future.

Job Responsibilities

Scope of Work
Workday Stabilization (Data Review, Validation, Maintenance)
Understand how the County’s Workday system is set up for procurement and contract data.
Review and validate all active supplier contracts, amendments, change orders, and renewals.
Verify and update contract details (owner, entity, value, dates, renewal terms, supplier information, attributes).
Ensure all required contract documents are attached and correctly categorized.
Identify and fix discrepancies between legacy systems, shared drives, and Workday records.
Ensure Workday contract records are correctly prepared for invoicing and/or purchase orders.
Stakeholder Collaboration
Communicate with Procurement staff and department partners to answer questions and collect missing documents.
Collaborate with Procurement, Finance, and system analysts during cleanup activities.
Contract Lifecycle Management
Apply County’s procurement policies, manuals, and federal and state statutes throughout the analysis and contract lifecycle.
Follow Workday data standards, retention policies, and contract documentation requirements.
Manage supplier contract activities, including expirations, renewals, and amendments.
Manage supplier contract close-out and renewal workflow and activities; ensure evaluations occur before auto-renewal, archive, or transition contracts with supplier offboarding.
Monitor and fix data issues, inconsistent or missing information, or incorrect contract types.
Reporting, Analytics & Continuous Improvement
Support contract performance activities, insurance tracking, and audit readiness.
Track work progress and issues, and identify lifecycle metrics to support process or cycle time improvement and training needs.
Identify patterns, opportunities, and risks in the supplier contract portfolio.
Recommend improvements to supplier contract-related processes and governance.
Deliverables
Support the county as a business partner for supplier contracts.
Review, validate, and correct supplier contract records in Workday.
Updated supplier contract metadata (contract type, owner, value, dates, renewal terms, and supplier details).
Complete and properly indexed supplier contract documents.
A log of all supplier contract issues, questions, and resolutions.
A review of risks and opportunities across the supplier contract portfolio.
Support Senior Procurement Specialists to improve supplier contract performance.

Qualifications

General Minimum Qualifications or Experience
Proposers will have the following:

Requires a bachelor’s degree and at least 4 years of job-related experience.
In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.
Minimum Qualifications or Experience For Role
Proposers must demonstrate:

Bachelor’s degree in Business Administration, Public Administration, Supply Chain, Finance, Law, or a related field.
7+ years of experience in supplier contracts administration/management in government, public sector, or regulated environments.
Advanced knowledge of public procurement laws, regulations, compliance, and contract governance.
Direct experience reviewing and validating complex contract terms, amendments, change orders, scopes of work, pricing, and risk provisions.
Experience with ERP systems (ideally Workday Financials) and procurement systems.
Experience with contract management systems including supplier contract modules, metadata structures, document management, and lifecycle workflows.
Preferred Qualifications or Experience For Role
Proposers may demonstrate the following to further strengthen their proposal:

Certifications in NIGP-CPP, CPPO, CPPB, or related to contract management.
Experience completing contract data audits, data cleanup, or system migration of large contract portfolios.
Strong analytical skills and ability to correct data issues at scale.
Experience managing contract renewals, expirations, amendments, performance metrics, and insurance compliance.
3–5 years of procurement experience including strategic sourcing and contract lifecycle management.
Excellent communication skills with the ability to collaborate across all county departments.
Knowledge of government record retention, audit requirements, and documentation controls.
Ability to work independently, manage complex workloads, and meet deadlines.
Experience with M365 tools (including SharePoint, MS Lists, PowerApps, Power BI, Power Automate, Visio, Teams, etc.), SQL Server Management Studio, PowerShell, Smartsheet, etc.
